  • Sport : Three Moroccans Shine at Dakar International Athletics Meeting

    Lamyae Humi won the women's 800 meters race clocking 2min 08 sec 90/100. She beat the Senegalese Madjiguène Mbaye (2min20sec39/100) and Djafoumon Diabaté of Cote d'Ivoire (2min22sec26/100).

    Her compatriot Mustapha Akkaoui finished first in the 5,000 meters men's race, clocking 15min 02sec 90/100 ahead of the Gambian Echen Obega (15min38sec38/100) and the Ivorian Nahoua Coulibaly (15min42sec19/100).

    In women's hammer throw, the first place went to Morocco's Soukaina Zakour with a 58.47 meter throw.

    The international meeting of Dakar was also an opportunity for athletes who won medals at the last African Championships in Mauritius to confirm their good results.

  • Social : Baccalaureate Exam Fraud: 573 People Arrested

    468 people were arrested on suspicion of fraud, while the remaining others were arrested on suspicion of involvement in cases of possession and marketing of computer equipment used for school fraud and for sharing digital content in connection with this subject on the Internet, a statement from the DGSN said.

    These cases of fraud were reported in the cities of Casablanca (158 cases), Agadir (71), Rabat (38) and Marrakech (36 cases).

    IT monitoring measures undertaken by the security services in charge of cyber security allowed to identify 125 individuals who created accounts on social networks to facilitate fraud and led to the arrest of 54 of them.

    According to the DGSN, 51 people were arrested for their involvement in the possession and marketing of wireless devices used in acts of fraud.

    Search operations carried out part of these cases resulted in the seizure of 121 cell phones, 182 wireless communication devices, 143 wireless headsets, and several tablets, laptops and internet-connected devices, the statement concluded.

  • Politics : Delegation of Moroccan MPs in Johannesburg to Take Part in Works of Pan-African Parliament

    The Moroccan delegation is made up of Aydi Youssef of the Socialist Union of Popular Forces (USFP), Abdessamad Haiker of the Justice and Development Party (PJD), Laila Dahi of the National Rally of Independents (RNI), Khadija Arouhal of the Party of Progress and Socialism (PPS) and Abahnini Mohamed of the General Union of Moroccan Workers (UGTM).

    This participation aims to enrich the discussions and contribute to the success of the work of this new session of the PAP, said Aydi, President of the Socialist Group in the House of Advisors, in a statement to MAP.

    The delegation will contribute to ensuring the outreach of the Pan-African Parliament, by enabling it to play its role, address the concerns of African citizens, and implement the commitments of the Kingdom to foster the development of the continent, he added.

    For his part, Haiker, Vice President of the PJD group in the Upper House, noted that this session will be highlighted by the swearing-in of new members, adding that the Moroccan delegation will participate in the constitution of the various structures of this institution, namely the Presidency, the Bureau and the Standing Committees.

    "Our participation confirms Morocco's commitment to efforts to promote all areas in the continent, including the legislative aspect, given the Kingdom's pioneering role within the African family," he stated.

    It is also an opportunity for Moroccan MPs to exchange experiences and build relationships with parliamentarians from other African countries, Haiker added.

    In similar remarks, MP Dahi, who represents the region Laayoune-Sakia El Hamra, said that Morocco has always been keen to participate in the activities of the Pan-African Parliament in a way that reflects the depth of its African roots.

    MP Arouhal of the PPS stressed that Africa needs a real mobilization to enshrine democratic values and prioritize the interests of African citizens.

    His Excellency Macky Sall, President of the Republic of Senegal and Chairman of the African Union (AU), will chair the opening ceremony of this session and will deliver a speech on this occasion.

    Moussa Faki Mahamat, Chairman of the AU Commission, and Nosiviwe Mapisa-Nqakula, Speaker of the National Assembly of the Republic of South Africa will participate in this session.

    The Pan-African Parliament was established in March 2004, by Article 17 of the Constitutive Act of the African Union as one of the nine organs provided for in the Treaty Establishing the African Economic Community signed in Abuja, Nigeria, in 1991.

    It is composed of five members from each member state that has ratified the protocol establishing it, including at least one woman from each member state.

  • Politics : Participation of Large Moroccan Delegation in Centenary of Death of El Hadj Malick Sy Reflects High Solicitude of HM the King for Tidjane Brotherhood - Ambassador

    Held under the theme "El Hadj Malick Sy, 100 years later ... focus on his life and work", the event is placed under the high patronage of the President of the Republic of Senegal, Macky Sall, and His Majesty King Mohammed VI, Commander of the Faithful.

    In a speech delivered on this occasion, the Moroccan diplomat stressed that the presence of a large delegation from the Kingdom at this event reflects the ties between the brotherly peoples of Morocco and Senegal, highlighting the common religious constants between Morocco and Senegal, namely the Maliki rite, Sufi Islam and the Achaarite dogma.

    This participation, he added, is also an opportunity to further consolidate the historical and the excellent spiritual relations between the two countries and the two brotherly peoples, particularly the human and historical bonds uniting the cities of Tivaouane and Fez, voicing his "pride" in the quality of relations between the Kingdom of Morocco and Senegal.

    Given the excellent relations between the two countries, HM King Mohammed VI was keen to deliver his speech on the occasion of the 41st anniversary of the Green March on November 6, 2016, from Dakar, in which the Sovereign welcomed the participation of the brotherly Senegalese people alongside their Moroccan brothers and other citizens of the world in the glorious Green March, the diplomat recalled.

    In His speech, the Sovereign praised the continued solidarity and support of Senegal for the higher interests of the Kingdom of Morocco, Naciri pointed out.

    In his speech at the official ceremony, President of Senegal Macky Sall commanded the participation of a large delegation from Morocco in this event.

    "His Majesty the King thus continues a long tradition of friendly, fraternal and spiritual relations between the Moroccan and Senegalese peoples and their leaders," he said.

    President Macky Sall also asked the Moroccan delegation to convey to His Majesty the King "all his gratitude and thanks, in his name and that of the Caliph General and the family of El Hadj Malick Sy" for the high patronage of this event and the participation of this delegation in the celebration of the Centenary of the death of El Hadj Malick Sy.

    For his part, the Caliph General of the Tariqa Tijania, Serigne Babacar Sy Mansour, paid tribute to the high solicitude of HM the King towards the community of Tidjanes in Senegal and His Majesty's support for the events and religious meetings initiated by the Tariqa.

    In a message read on his behalf by his representative, the Caliph General praised the quality of relations between Morocco and Senegal.   • Politics : Cooperation in Agriculture, Renewable Energy at Heart of Moroccan-Chilean Talks

    The Speaker of the House of Advisors (Upper House), Naama Mayara, held a meeting with the Minister of Agriculture, Esteban Valenzuela, focused on ways to strengthen agricultural cooperation between the two countries, in light of the current international context that requires efforts to ensure food security.

    Highlighting the strengths of Morocco's agricultural sector and programs launched to promote and develop this sector, Mayara said that during his meetings with the speakers of the Senate and the House of Representatives of Chile, he proposed the creation of a parliamentary economic forum that would strengthen investment opportunities and trade between the Kingdom and the South American country.

    The meeting was an opportunity to discuss ways to increase and diversify the volume of trade, the Chilean Minister of Agriculture told the Moroccan news channel M24.

    The scientific techniques used to develop agriculture in semi-arid areas and the creation of academies of agricultural cooperatives, as well as mechanisms for preserving food security, were also among the topics discussed at the meeting, he added.

    Praising the successful experiences of Morocco in many sectors, the Chilean official described the future of cooperation between the Kingdom and Chile as promising, since the economies of both countries are complementary.

    In similar remarks following his meeting with the Moroccan delegation, Energy Minister Claudio Huepe said that Chile wants to strengthen cooperation in the field of renewable energy and green hydrogen, suggesting the creation of technical committees to identify priority areas and opportunities for cooperation between the two countries.

    During the talks, which were attended by Morocco's Ambassador to Chile, Kenza El Ghali, the speaker of the Upper House stressed that economic and trade cooperation between the two countries is called to rise to the level of the excellent political relations, stressing that both sides have all the assets and opportunities to consolidate prosperity and growth at all levels.

    Since the beginning of this week, the Moroccan delegation has held a series of meetings with several government officials and parliamentarians, as well as with members of civil society, to develop bilateral relations within the framework of South-South cooperation.

  • Politics : Nador Province: Parties, Unions Highlight Human Dimension Advocated by Morocco in Dealing with Migration Issue

    In statements, these parties and bodies have condemned all attempts to use these "tragic" incidents to undermine the country's image and its African leadership on migration policy.

    The National Rally of Independents (RNI) said it is proud of the Moroccan approach to dealing with the migration issue, under the leadership of HM King Mohammed VI, calling on the authorities and all forces of the country to act firmly against such acts that "aim to undermine our country and its positive achievements."

    The RNI stressed the need to be vigilant and to mobilize to thwart these maneuvers, whatever their origin, reaffirming its pride in the strategic partnership between Morocco and Spain, based on trust and cooperation.

    The National Rally of Independents blamed the incident on human trafficking networks, which exploit the social conditions of nationals of some sub-Saharan countries, praising the professionalism of the public forces and their considerable efforts to maintain public order and protect lives and property.

    The Authenticity and Modernity Party (PAM) stressed the need to breathe new life into the National Strategy for Migration adopted by the Kingdom and to mobilize the resources and means of all stakeholders to act firmly against the networks of human trafficking, who bear the primary responsibility for the incidents of Nador.

    It also called for "facilitating the channels of integration of migrants to enable them to enjoy their fundamental economic and social rights and free them from the grip and temptations of these criminal networks.

    The PAM condemned all attempts to use these tragic events to undermine the reputation of our country and its leadership in Africa in terms of migration policy, which has regularized the legal situation of more than 50,000 immigrants, mostly from sub-Saharan Africa, thanks to the High Royal Directions.

    In this regard, the Authenticity and Modernity Party praised "the responsibility and professionalism of the Moroccan public forces who intervened, in full compliance with the laws, charters of human rights and international conventions, while keeping in mind the humanitarian conditions that these migrants are going through.

    For its part, the Democratic Labor Organization (ODT) expressed its deep regret over this incident, stressing the need "to act firmly against gangs and mafias of human trafficking.

    In this regard, the ODT called for "activating the role of the African Migration Observatory to ensure its mission in monitoring and managing the issue of African migration."

  • General : Morocco Records 2,117 New COVID-19 Cases over Past 24 Hours

    A total of 24,853,149 people have received the first dose of the COVID-19 vaccine, while the number of fully vaccinated people (1st and 2nd doses) has reached 23,337,725, the ministry pointed out in its daily COVID-19 bulletin, noting that 6,534,825 people have received the third dose of the vaccine.

    According to the same source, the number of COVID-19 cases reported since the start of the outbreak of the virus rose to 1,204,578, while recoveries increased to 1,169,060, i.e. a recovery rate of 97.1%.

    The new COVID-19 cases were recorded in the regions of Rabat-Salé-Kénitra (723), Casablanca-Settat (719), Fez-Meknes (182), Tangier-Tetouan-Al Hoceima (179), Marrakech-Safi (149), Souss-Massa (62), Béni Mellal-Khénifra (34), Draâ-Tafilalet (30), the Oriental (14), Guelmim-Oued Noun (13), Dakhla-Oued Eddahab (10) and Laâyoune-Sakia El Hamra (02).

    As for coronavirus-related fatalities, they increased to 16,101, with three cases reported in the past 24 hours in the regions of Casablanca-Settat, Rabat-Salé-Kénitra and Béni Mellal-Khénifra.

    The number of active cases has reached 19,417, while 15 severe or critical cases have been reported in the past 24 hours, bringing their total number to 115.

    Born in 1854 in Gaya (Gaaya in Wolof), a village in the north of the country, El Hadji Malick Sy was a tireless servant of Islam and of the Tariqa Tidjaniya which he contributed in a very large measure to spread throughout Senegal and beyond, via his numerous "muqaddams" (great disciples) whom he trained and sent to several African countries.

    El Hadji Malick Sy settled between 1900 and 1902 in Tivaouane. At that time, the colonial authorities were fighting against the expansion of Islamic thought. However, this religious man succeeded in propagating his ideas through a strategy of peaceful coexistence. He died on June 27, 1922.

Mr. Macky Sall also took the opportunity to wish a speedy recovery to HM the King.

    Born in 1854 in Gaya (Gaaya in Wolof), a village in the north of the country, El Hadji Malick Sy was a tireless servant of Islam and of the Tariqa Tidjaniya which he contributed in a very large measure to spread throughout Senegal and beyond, via his numerous "muqaddams" (great disciples) whom he trained and sent to several African countries.

    El Hadji Malick Sy settled between 1900 and 1902 in Tivaouane. At that time, the colonial authorities were fighting against the expansion of Islamic thought. However, this religious man succeeded in propagating his ideas through a strategy of peaceful coexistence. He died on June 27, 1922.

  • Regional : Tetouan: Collective Illegal Migration Operation Foiled- DGSN

    The pre-emptive security operations resulted in the arrest of 59 candidates for illegal migration, all from sub-Saharan Africa, in Tetouan and in the area of Belyounech (a suburb of Fnideq) said a statement from the National Police (DGSN).

    Some of these illegal migrants were arrested in possession of objects and iron equipment specially designed to be used in for forced entry and climbing in the context of illegal migration operations, said the same source.

    All those arrested were subjected to a judicial investigation under the supervision of the competent prosecutor's office, to identify all the ramifications and possible links of this criminal act.

    All individuals involved in the organization of illegal migration operations, in this case, were also apprehended, the statement concluded.

Full text of the speech delivered by HM the King at the Tunisian National Constituent Assembly

Tunis - Here follows the full text delivered on Saturday by HM King Mohammed VI at the Tunisian national constituent assembly:
"Praise be to God May peace and blessings be upon the Prophet, His Kith and Kin Honorable President and Members of the National Constituent Assembly, Mr. Prime Minister, Honorable Ministers, Ladies and Gentlemen, It is a great pleasure for me to be among you today in my second home, Tunisia, a country bound to the Kingdom of Morocco by many time-honored historical and cultural ties as well as a longstanding friendship and a common destiny. I must say that whenever I visit Tunisia, I am overcome with feelings of emotion, pride and hope. The feelings of emotion are prompted by the fact that I feel at home here, among people to whom I am bound by sincere, mutual friendship and unwavering loyalty. This was clearly evidenced by the warm welcome which has been extended to me since I set foot in this hospitable land. As regards the feelings of pride, they stem from the brotherly bonds my royal family has with Tunisia and its esteemed people - bonds which date back to time immemorial. These deeply-rooted spiritual and human relations are grounded in a firm belief in shared values of kinship and in the conviction of a common destiny. The visits made to Tunisia by my revered grandfather, His Majesty King Mohammed V - especially the one in 1957 when he inaugurated “Mabarrat Mohammed V” - and by my venerable father, His Majesty King Hassan II - may they rest in peace - attest to this special bond. As for the feeling of hope, it stems from our common desire to consolidate the bonds of brotherhood and solidarity between our peoples, and to build fruitful cooperation ties, making our relationship a model for the Maghreb. Consistent with the spirit of these bonds, Tunisia has been the Maghreb country I have visited the most often. Moreover, I have always felt that the changes occurring in Tunisia are of interest to me, not only as the King of Morocco, but also as a Moroccan who cares deeply about Moroccan-Tunisian brotherhood. We are also pleased to note that Tunisia has played a pioneering role in many areas, especially with regard to promoting the status of women and addressing youth issues. Ladies and Gentlemen, It is a pleasure for me to address this esteemed Assembly, which symbolizes the new Tunisia. I commend the untiring efforts made by the Assembly’s President and its members, as well as the spirit of positive compromise embraced by all Assembly members. This has helped make the nation’s interests prevail over all other considerations. The crowning achievement is that a forward-looking Constitution has been adopted, ushering in a crucial period in the history of the sister nation, Tunisia. I should like to say how much I appreciate the important role played by His Excellency President Moncef Marzouki as well as Prime Minister Mehdi Jomâa. Similarly, I wish to commend the active involvement of all of the Tunisian nation’s forces in the national dialogue to ensure the success of the democratic transition process. I would like to reaffirm in this respect that we shall always stand by our Tunisian brothers and sisters, in good times and bad. I reiterate my support for the efforts being made to strengthen the foundations of the institution-based State, and to meet the legitimate aspirations of the Tunisian people for freedom, democracy, dignity and social justice within the framework of the country’s national sovereignty and territorial integrity. In this regard, carrying on with reforms in various sectors, together with the unanimous rejection of all forms of extremism, violence and terrorism by the entire Tunisian nation, constitute the best means whereby to fulfil the hopes and aspirations of Tunisian men and women, achieve political stability and improve the citizens’ socio-economic status. I am convinced that all Tunisian stakeholders are guided by the same positive and constructive spirit with a view to ensuring the success of the coming presidential and legislative elections. Ladies and Gentlemen, As a token of my loyalty to the common struggle and cultural heritage of our two peoples, I am determined to maintain my earnest efforts to further promote the bonds of brotherhood, cooperation and solidarity between our two countries in various fields so that our relations may develop into a model strategic partnership. In this regard, our two countries’ common will and determination should translate into large-scale, promising projects, especially in priority areas in which our citizens are our foremost concern. These projects should be based on a comprehensive, integrated approach to address human development issues, particularly those pertaining to education, training, employment, health, women and youth. By making the most of the outstanding Moroccan-Tunisian relationship, we would be providing the most convincing and practical embodiment of the complementarity of Maghreb countries. To achieve the ambition of building a large, strong Maghreb bloc which is able to play its political, economic, social and security role, our action must be based on solid bilateral relations between the five Maghreb countries on the one hand, and on integration-oriented projects that enhance the standing and evolution of the Maghreb Union, on the other. The Kingdom of Morocco will spare no effort to further strengthen its relations with the other Maghreb countries which are guided by the same will, for I believe that bilateral cooperation is the rock-solid foundation of Maghreb joint action. Ladies and Gentlemen, The Maghreb region has a date with history it should not miss. Nor should our Union remain insensitive to the logic of history. The regrettable obstruction of the Maghreb Union’s evolution is preventing us from making the most of the vast potential and capabilities available in Maghreb countries. This also poses a serious risk for the future of our region, preventing it from keeping pace with predominant global trends whose key features are the emergence of blocs, complementarity and integration. These are, indeed, the means for fulfilling people’s legitimate aspirations for further progress, prosperity, security and stability. Those who believe a country can single-handedly address development issues and meet the legitimate aspirations of its people are wrong, especially when it comes to meeting the demands of Maghreb youth, who are our greatest asset. Those who think a country can deal with security and stability problems on its own are just as wrong. Experience has shown the failure of approaches that exclude others when seeking to address the security threats looming over the region; this is especially true when it comes to the development and security challenges facing the Sahel and Sahara region. Wrong, too, are those who think the status quo can be maintained, or who believe that keeping our Greater Maghreb in a state of lethargy can somehow be a fruitful strategy; a case in point is the ongoing closure of borders, which is not only at odds with the Union’s founding charter, but is also inconsistent with the normal course of history and the requirements of geographic complementarity and cohesion. In fact, such a policy is against the very interests of the region’s peoples, who yearn for unity and integration. The Maghreb Union is no longer a mere option or a political luxury; it has become a pressing popular demand and an inevitable strategic goal in the region. For all these reasons, I have, for years, advocated the advent of a new Maghreb order which reflects the letter and spirit of the Marrakech founding treaty adopted twenty-five years ago. Such a new order would make it possible for our five countries to be in tune with the rapid changes occurring in the region by building on a comprehensive, participatory approach that enables our countries to rise to various development and security challenges. Accordingly, the countries of the Great Maghreb are called upon, more than ever, to show a genuine will to overcome the artificial hurdles and obstacles hindering the effective launching of our Union in an environment characterized by trust, dialogue, good neighborliness and mutual respect for our national specific features. Comprehensive development for the benefit of our peoples cannot be achieved unless we create the right conditions for the implementation of major integration-oriented projects, especially by completing the establishment of a Maghreb free-trade zone and building basic infrastructure and communication networks to facilitate the free movement of people, services, goods and capital between the countries of the Great Maghreb. This will open up more promising prospects for development and bring about greater opportunities for the creation of wealth and jobs, particularly for young people. I am reiterating my call for an integrated Maghreb order because I am deeply convinced of the important role the Arab Maghreb Union can play in supporting Arab and Islamic causes, particularly the Palestinian question. The call I am making shows how keen I am to ensure the Maghreb Union becomes an influential player in Africa as we give regional African groupings a more prominent role. The advent of an integrated Maghreb should be the result of a pragmatic approach and should give tangible meaning to the aspirations of the region’s peoples. It would consolidate the partnership between Maghreb countries and their European neighbors in the framework of both the 5+5 West Mediterranean dialogue as well as in the larger context of Euro-Mediterranean cooperation. Ladies and Gentlemen, It is my firm belief that thanks to the genius of its sons and daughters, thanks to a strong commitment to community values and to patriotism, the Tunisian people will keep up their untiring efforts to consolidate the choice they made when they opted for peace, strengthen their national unity and sovereignty and achieve comprehensive development within the framework of the nation’s constitutional institutions. As staunch believers in the ideals of mankind as much as in the importance of their time-honored cultural heritage, I am sure Tunisians will carry on with this historic, irreversible process to achieve progress based human solidarity and peaceful coexistence. Wassalamu alaikum warahmatullah wabarakatuh."
