  • Regional : Constitutional Court Nullifies Election of Four Lower House Members in Al Hoceima's Local Electoral District

    According to the decision of the Court, published on its website, this concerns Nourredine Mediane, Boutahar El Boutahri, Mohamed El Hammouti and Mohamed Laaraj.

    The same court ordered the organization of new elections in the said district, in accordance with the provisions of Article 91 of the Organic Law on the House of Representatives.

    It also ordered to submit a copy of this decision to the President of the House of Representatives, the administrative party that received the applications for the aforementioned electoral district and the parties concerned, as well as its publication in the official bulletin.

    Regarding the appeal concerning Nourredine Mediane and Mohamed Laaraj about the violation of the state of health emergency, the Court said in its decision that they have organized election meetings without authorization and without respect for the requirements of social distancing in the context of COVID-19, which has undermined the principle of equal opportunity between candidates.

    The Court justified its decision by the fact that this confirmed irregularity is an infringement of the principles of fairness and equality of opportunity between candidates, which requires the announcement of the invalidation of the election of Nourredine Mediane and Mohamed Laaraj as members of the House of Representatives.

  • General : Mohammed VI Foundation for Protection of Environment to Discuss Oceans with Portuguese Embassy

    This Blue Talk, which will be held at the Hassan II International Center for Environmental Training, the academic arm of the Foundation, is part of continuous activities and actions carried out by the Foundation and its partners for the past 20 years.

    This international event, which will be held on the eve of the United Nations Conference on the Oceans, scheduled from June 27 to July 1 in Lisbon, will mobilize Moroccan and African stakeholders for the oceans, said Friday a statement from the organizers.

    As part of the Foundation's commitment for seas and oceans, this event aims, in an inclusive and multi-stakeholder framework, to highlight the role of science and innovation for a sustainable exploitation of the oceans.

    It also aims to deepen the basis for priority thematic exchanges to be addressed in the framework of the United Nations Conference in Lisbon and to strengthen the momentum towards the United Nations Decade of Ocean Sciences for Sustainable Development.

    In addition, it seeks to build and leverage existing successful partnerships and stimulate the creation of new innovative partnerships oriented towards concrete and sustainable positive impact. The program of this event includes a high-level panel: "The United Nations Conference on the Oceans in Lisbon. What role for science and innovation?" and an Expert Panel.

    HRH Princess Lalla Hasnaa has been appointed in 2021 by the United Nations as Patron of the United Nations Decade of Ocean Sciences for Sustainable Development, the press release recalls.

    In order to maintain this momentum, the Foundation has organized a national workshop of partners on May 18, 2022 and will host, in close collaboration with IOC UNESCO, the Dialogue of Foundations in the framework of the United Nations Decade of Ocean Sciences for Sustainable Development from 1 to 3 June 2022.

    The Mohammed VI Foundation for the Protection of the Environment, faithful to its fundamental mission of awareness and education, has been working for 20 years to mobilize all stakeholders to become more involved in the protection of the environment and sustainable development.

  • World : 9th Africities: Directorate General of Local Government Holds Meeting on Digital Transformation

    Held under the theme "The digital and intelligent transformation of local authorities in Morocco and Africa", in partnership with the United Cities and Local Governments of Africa (UCLG Africa), this session focused on the role of this transformation in the integration of digital assets in the process of decentralization, local governance and local and territorial development.

    The speakers at this meeting, organized as part of the 9th edition of the Africities Summit held from May 17 to 21 in Kisumu, explained that the digital transformation of local governments aims to deploy integrated and decentralized management information systems, improving the citizen's journey and the business climate, as well as digital planning of the territory.

    The COVID-19 pandemic has revealed the benefits of digital transformation in Morocco and Africa, it was noted during this session which was an opportunity to exchange on the dynamics of digital and intelligent transformation in the Kingdom of Morocco, UCLG Africa and African local governments.

    Particular emphasis was placed on the commitments made, the progress made, the relevant innovations in governance and development at the local and territorial level, as well as the challenges faced and the means to overcome them.

    In addition to this session, the participation of the DGCT at this continental summit was marked by the organization of a session on the performance of municipalities, where it was a question of presenting the objectives and purposes of the Support Program for the Improvement of the Performance of Municipalities (PAPC), launched by the Ministry of the Interior in partnership with the World Bank and the French Development Agency (AFD). It was an opportunity to present testimonies of several target communes of the PAPC.

    In addition, the session on "Intermediate cities, drivers of inclusive and resilient territorial development", organized in partnership with the Ministry of National Planning, Housing and Urban Development, was an opportunity to build partnerships to universally promote the cause of intermediate cities, and make them a lever for the implementation of the Sustainable Development Goals (SDGs) and the new urban agenda.

    In addition, in partnership with the African Academy of Local Authorities, the DGCT organized a session on the African Support Fund for International Decentralized Cooperation of Local Authorities (AFIDC).

    It was an opportunity to present and explain the framework, issues, objectives, methodology and procedures of this African Fund, as well as its impact on local authorities and African populations.

    In the framework of peer learning, the various speakers also shared the experiences and projects already initiated since the launch of the first call for projects of the ACIDF, inviting local authorities in general and intermediate cities in particular to seize this opportunity.

    Composed of presidents of local authorities, elected officials, representatives of the Ministry of Interior, experts, as well as several actors related to the theme of the Summit, the delegation of the DGCT signed during this summit a strong participation, through the organization of sessions and side-events, as well as the signing of a number of agreements and memorandums of understanding with African partners.

    Similarly, the Morocco stand was an opportunity to promote the experience of decentralization and advanced regionalization in the Kingdom as well as the various national strategies in tourism, industry and economy.

    Nearly 5,000 African and international participants, including mayors and presidents of cities and local authorities, ministers, local elected officials, representatives of central and regional administrations, experts, participate in this summit, which is an opportunity to take stock of knowledge and experience accumulated around the world on the theme of intermediate cities.

  • Social : Prison Authority Has Adopted Rehabilitative Approach for Extremism Detainees - Official

    This approach finds its essence in the constitutional provisions, national laws and regulations, international charters and political will, said Agoulmam in a presentation at a meeting organized by the DGAPR, at the local prison in Salé, under the theme "Management of prisoners prosecuted for acts of extremism and terrorism.

    During this meeting, which was attended by the Delegate General for Prison Administration and Rehabilitation, Mohamed Salah Tamek, he explained that the rehabilitation in prisons through education, training, literacy and skill building programs and sports, arts and cultural activities, in addition to special programs and peer education.

    In this regard, the official said that the peer education program, adopted by the General Delegation under the project "Support for the reform of the prison system for better social reintegration", in partnership with the Rabita Mohammadia Ulema and with the support of the United Nations Development Program (UNDP) and the Government of Japan, has benefited 47,959 inmates supervised by 388 trainers.

    He also added that the program "Moussalaha" was designed and implemented in collaboration with several partners and experts, noting that it is based on three main axes: reconciliation with oneself, reconciliation with the religious text and reconciliation with society.

    This program, organized over 10 editions, was carried out in accordance with aspects related to religious qualification, psychological support and socio-economic qualification, he continued.

    Agoulmam stressed that the success of rehabilitation programs for prisoners for acts of extremism and terrorism is manifested through the positive interaction of the beneficiary prisoners, the understanding and assimilation of the religious text and the approach of correct societal values, as well as the participation of some prisoners who have served their sentences in the supervision of rehabilitation workshops for the benefit of other prisoners.

    These indicators, he said, also consist of the establishment of income-generating projects with the contribution of the Foundation Mohammed VI for the rehabilitation of prisoners, the positive involvement in the societal fabric, acceptance and involvement of prisoners in rehabilitation programs, in addition to the Royal pardon granted to several prisoners for acts of extremism and terrorism.

    As part of the implementation of these programs, the DGAPR has relied on the qualification of its human capital, strengthening the training of staff and developing programs and procedural guides, said Agoulmam.

    He further noted that over 9,000 officials, or 96% of the staff of prisons, have received general awareness training on countering radicalization and violent extremism inside prisons, and good practices in managing prisoners for violent extremism, provided by 40 regional trainers qualified for this purpose, in partnership with the Global Center on Cooperative Security.

    Regarding the statistics on detainees incarcerated for acts of extremism and terrorism, the official said that the number of detainees, until May 16, was 842, including two women, stating that 58.91% of them have a low level of education, 21.38% a medium level, and 19.71% a university level.

    This communicative meeting was marked by the projection of an institutional film recounting the efforts of the DGAPR in the management of detainees prosecuted for acts of extremism and terrorism, as well as testimonies of former detainees incarcerated under the law on combating terrorism who have benefited from rehabilitation programs.

    It was also punctuated by the presentation of a play about "extremist thinking" and this, under the program "Mohakama", staged by prisoners prosecuted for acts of extremism and terrorism.

  • General : Morocco Donates Language Laboratory to Diplomatic Academy in Mauritania

    This donation was granted to the Mauritanian Diplomatic Academy, during a ceremony held Friday in Nouakchott and attended by the Secretary General of the Mauritanian Ministry of Foreign Affairs, Cooperation and Mauritanians Abroad, Alia Bint Yahya Ould Mankous and the Ambassador of the Kingdom to Mauritania, Hamid Chabar.

    The laboratory includes a large number of computers connected to a computer system and a local network to ensure training in modern languages in the best conditions.

    The laboratory of last generation adopts the best modern programs in an interactive way between the trainers and the executives of the academy.

    Speaking on this occasion, Alia Bint Yahya Ould Mankous welcomed this commendable initiative of the Kingdom, stressing the importance of providing the academy with this laboratory, since it allows Mauritanian diplomats to master several languages.

    For his part, the head of the steering committee of the project of the Mauritanian Diplomatic Academy, Abdelkader Mohamed Ahmedou, praised this Moroccan initiative, which is the first of its kind.

    This laboratory set up with the support of the Kingdom is part of a fruitful cooperation between Morocco and Mauritania in the field of training of diplomats.

    He stressed that the establishment of this laboratory is part of the fundamental missions of the Diplomatic Academy on improving the learning of modern languages and expertise in this field.

    He said that this laboratory greatly benefits the executives of the Mauritanian Ministry of Foreign Affairs by allowing them to follow daily practical courses.

    Ahmedou said that the Mauritanian Diplomatic Academy wishes to benefit from the experience accumulated by the Moroccan Academy of Diplomatic Studies in the field of training.

  • General : Sustainable Development: Ministry of Energy Transition, AFD Join Forces

    Under this protocol, inked by Leila Benali, Minister of Energy Transition and Sustainable Development, Rémy Rioux, Director General of AFD and Hélène Le Gal, Ambassador of France to Morocco, AFD supports Morocco in the formulation of the long-term quantitative low-carbon strategy, a statement said.

    This quantitative strategy aims, in particular, to develop sectoral action plans for long-term decarbonization in the energy and power generation, industry, agriculture, construction, transport, forestry and waste sectors, the same source added.

    AFD will support the development of the strategy in partnership with the "2050 Pathways Platform", an initiative launched during the COP22 in Marrakech to support countries wishing to develop such strategies, and the United Nations Environment Programme (UNEP).

    The strategy is meant to achieve an ambitious low-carbon transition that is resilient to the extreme effects of climate change, which is a source of opportunities for socio-economic operators, productivity gains and competitiveness as well as job creation.

    It will be based, among other things, on modeling scenarios of technical-economic trajectories and greenhouse gas (GHG) emissions in Morocco in the long term as well as on the orientations of the New Development Model.

    This process, which will be carried out according to a participatory and inclusive approach, will see, underlined the statement, the holding of a series of training and capacity building workshops for the benefit of the project owner and sectoral partners in modeling decarbonation scenarios and in estimating the costs and benefits resulting from the proposed mitigation policies and technological measures.

    Morocco had already developed a long-term qualitative low-carbon strategy, and submitted it to the Secretariat of the United Nations Framework Convention on Climate Change in accordance with the provisions of the Paris Agreement in December 2021, the statement said.

  • General : Morocco Records 153 New COVID-19 Cases over Past 24 Hours

    A total of 24,823,148 people have received the first dose of the COVID-19 vaccine, while the number of fully vaccinated people (1st and 2nd doses) has reached 23,303,577, the ministry pointed out in its daily COVID-19 bulletin, noting that 6,368,007 people have received the third dose of the vaccine.

    According to the same source, the number of COVID-19 cases reported since the start of the outbreak of the virus rose to 1,166,377 while recoveries increased to 1,149,399, i.e. a recovery rate of 98.5%.

    The new COVID-19 cases were recorded in the regions of Casablanca-Settat (74), Rabat-Salé-Kenitra (42), Marrakech-Safi (20), Fez-Meknes (08), Laayoune-Sakia El Hamra (02), Eastern region (02), Tangier-Tetouan-Al Hoceima (02), Souss-Massa (01), Draa-tafilalet (01) and Guelmim-Oued Noun (01).

    As for coronavirus-related fatalities, they stood at 16,075 (fatality rate of 1.4%) with no new death recorded in the last 24 hours.

    The number of active cases has reached 903, while one severe case has been reported in the last 24 hours, bringing the total to 16.

  • Social : HM the King Makes Food Security Strategic Priority for the Kingdom – Diplomat 

    "Food security is a strategic priority for Morocco and is at the heart of its new development model by 2035," Hilale said during an open debate of the Security Council on the maintenance of international peace and security, chaired Thursday by the U.S. Secretary of State, Antony Blinken.

    He noted that under the high guidance of HM King Mohammed IV, Morocco continues to strengthen its development strategy "Green Morocco Plan" launched more than a decade ago, noting that a series of sectoral strategies including "Generation Green 2020-2030", and the National Strategy of the Blue Economy strengthen this ambition.

    "The Moroccan approach promotes an integrated process, that of socio-economic development of the rural world and investment in agriculture, as a sector offering tremendous opportunities for wealth creation and employment for youth and women," said the ambassador.

    He, in this context, stressed that to build resilience, it is imperative to invest in sustainable food systems and foster new opportunities in this sector for women farmers and youth, noting that strengthening the agricultural sector can create jobs and enhance self-sufficiency, boost local production and ensure food security and sovereignty within each national context.

    Hilale also noted that the interest of the Kingdom of Morocco in the elimination of hunger and the promotion of sustainable agriculture, emanates from a deep awareness of the challenge of food security in the world and in the African continent in particular.

    "Today, more than 800 million people around the world suffer from chronic food shortages every day and one in five people are estimated to be undernourished in Africa, representing more than 281 million Africans," he said, adding that in 30 years, Africa will have to feed twice its current population. "Unfortunately, the continent continues to import more than 43 billion dollars of net food per year and therefore remains dependent on imports to feed a growing population," he lamented.

    He added that food insecurity is also exacerbated by the effects of the Covid-19 crisis, climate change, as well as by armed conflicts that have a real impact on food supply chains at the global level and disrupt imports of staple foods.

    "This situation causes an increase in prices on international markets and has major repercussions on the stability of the most vulnerable countries, because the scarcity of resources and the sudden rise in food prices fuel social unrest," said the Moroccan diplomat.

    He pointed out that Morocco has always invested in agriculture through South-South cooperation in Africa, which has more than half of the world's uncultivated arable land.

    Stressing that Africa has a young population and a huge continental market of more than one billion people, Hilale said that Morocco strongly supports the African Free Trade Area which has the potential to stimulate the exchange of food products between African countries at lower cost, improve the incomes of farmers and promote agribusiness.

    He recalled that the Kingdom has signed more than 38 agreements and conventions in the agricultural field with 18 African countries, as evidenced by the partnerships recently launched with Ethiopia and Nigeria for the production of natural fertilizers. Morocco has initiated a rich and diversified triangular cooperation with the support of the FAO and several tripartite agreements have been signed in this framework with Mali, Senegal, Guinea, Guinea Bissau, Eswatini and Cameroon, he added.

    "It is also in the same spirit that the Triple A Initiative for the Adaptation of African Agriculture to Climate Change was launched at COP22," said the ambassador, noting that this initiative has been able to accompany so far no less than 7 countries on the African continent. "The Triple S Initiative, launched in 2016 with the Republic of Senegal, also aims to support Sustainability, Stability and Security in Africa through the vector of agriculture," he stressed.

    Hilale recalled that more recently, Morocco and the United Nations jointly organized an African Regional Dialogue prior to the UN Food Summit, mobilizing more than 40 African ministers and decision-makers, to highlight the priorities, opportunities and courses of action for a successful transformation of food systems in Africa, taking into account the constraining global context.

    He also noted that Morocco "remains convinced that innovative partnerships in this area will deepen and develop promising synergies," stressing that effective cooperation between the United Nations and Member States, but also with the private sector is essential if we want to achieve this goal.

    "It is through innovative partnerships between all these stakeholders that we can aspire to eliminate world hunger, strengthen agricultural sovereignty within countries, produce quality food locally, efficiently, sustainably and address the multiple and interrelated challenges of food insecurity, peace and international security," concluded Hilale.

Council of Government to Convene on Thursday

Rabat - A Council of Government will be held on Thursday under the chairmanship of the Head of Government, Aziz Akhannouch, said Monday a statement by the department of the Head of Government.

The Council will begin its proceedings by examining five draft decrees, the first of which concerns the extension of the validity of the state of health emergency throughout the national territory to cope with the pandemic of the new coronavirus (Covid-19), and the second relates to the amendment of the decree on the implementation of the law on the Competition Council.

As for the third draft decree, it concerns the amendment of the decree issued for the application of the law on freedom of prices and competition, while the fourth relates to the reorganization of the "Hassan II Prize for manuscripts" and the last draft provides for the amendment of the decree on the allowances granted to members of the Competition Council, the statement said.

Subsequently, the Council will study a framework agreement on cooperation in the field of logistics between the Government of the Kingdom of Morocco and the Government of the Republic of Chad, signed in Rabat on December 10, 2021, with a bill approving the said framework agreement, before concluding its proceedings by considering proposals for appointment to high office, in accordance with the provisions of Article 92 of the Constitution.

Following the Council, the government will hold a special meeting to consider certain proposed laws.
