  • Sport : Three Moroccans Shine at Dakar International Athletics Meeting

    Lamyae Humi won the women's 800 meters race clocking 2min 08 sec 90/100. She beat the Senegalese Madjiguène Mbaye (2min20sec39/100) and Djafoumon Diabaté of Cote d'Ivoire (2min22sec26/100).

    Her compatriot Mustapha Akkaoui finished first in the 5,000 meters men's race, clocking 15min 02sec 90/100 ahead of the Gambian Echen Obega (15min38sec38/100) and the Ivorian Nahoua Coulibaly (15min42sec19/100).

    In women's hammer throw, the first place went to Morocco's Soukaina Zakour with a 58.47 meter throw.

    The international meeting of Dakar was also an opportunity for athletes who won medals at the last African Championships in Mauritius to confirm their good results.

  • Social : Baccalaureate Exam Fraud: 573 People Arrested

    468 people were arrested on suspicion of fraud, while the remaining others were arrested on suspicion of involvement in cases of possession and marketing of computer equipment used for school fraud and for sharing digital content in connection with this subject on the Internet, a statement from the DGSN said.

    These cases of fraud were reported in the cities of Casablanca (158 cases), Agadir (71), Rabat (38) and Marrakech (36 cases).

    IT monitoring measures undertaken by the security services in charge of cyber security allowed to identify 125 individuals who created accounts on social networks to facilitate fraud and led to the arrest of 54 of them.

    According to the DGSN, 51 people were arrested for their involvement in the possession and marketing of wireless devices used in acts of fraud.

    Search operations carried out part of these cases resulted in the seizure of 121 cell phones, 182 wireless communication devices, 143 wireless headsets, and several tablets, laptops and internet-connected devices, the statement concluded.

  • Politics : Delegation of Moroccan MPs in Johannesburg to Take Part in Works of Pan-African Parliament

    The Moroccan delegation is made up of Aydi Youssef of the Socialist Union of Popular Forces (USFP), Abdessamad Haiker of the Justice and Development Party (PJD), Laila Dahi of the National Rally of Independents (RNI), Khadija Arouhal of the Party of Progress and Socialism (PPS) and Abahnini Mohamed of the General Union of Moroccan Workers (UGTM).

    This participation aims to enrich the discussions and contribute to the success of the work of this new session of the PAP, said Aydi, President of the Socialist Group in the House of Advisors, in a statement to MAP.

    The delegation will contribute to ensuring the outreach of the Pan-African Parliament, by enabling it to play its role, address the concerns of African citizens, and implement the commitments of the Kingdom to foster the development of the continent, he added.

    For his part, Haiker, Vice President of the PJD group in the Upper House, noted that this session will be highlighted by the swearing-in of new members, adding that the Moroccan delegation will participate in the constitution of the various structures of this institution, namely the Presidency, the Bureau and the Standing Committees.

    "Our participation confirms Morocco's commitment to efforts to promote all areas in the continent, including the legislative aspect, given the Kingdom's pioneering role within the African family," he stated.

    It is also an opportunity for Moroccan MPs to exchange experiences and build relationships with parliamentarians from other African countries, Haiker added.

    In similar remarks, MP Dahi, who represents the region Laayoune-Sakia El Hamra, said that Morocco has always been keen to participate in the activities of the Pan-African Parliament in a way that reflects the depth of its African roots.

    MP Arouhal of the PPS stressed that Africa needs a real mobilization to enshrine democratic values and prioritize the interests of African citizens.

    His Excellency Macky Sall, President of the Republic of Senegal and Chairman of the African Union (AU), will chair the opening ceremony of this session and will deliver a speech on this occasion.

    Moussa Faki Mahamat, Chairman of the AU Commission, and Nosiviwe Mapisa-Nqakula, Speaker of the National Assembly of the Republic of South Africa will participate in this session.

    The Pan-African Parliament was established in March 2004, by Article 17 of the Constitutive Act of the African Union as one of the nine organs provided for in the Treaty Establishing the African Economic Community signed in Abuja, Nigeria, in 1991.

    It is composed of five members from each member state that has ratified the protocol establishing it, including at least one woman from each member state.

  • Politics : Participation of Large Moroccan Delegation in Centenary of Death of El Hadj Malick Sy Reflects High Solicitude of HM the King for Tidjane Brotherhood - Ambassador

    Held under the theme "El Hadj Malick Sy, 100 years later ... focus on his life and work", the event is placed under the high patronage of the President of the Republic of Senegal, Macky Sall, and His Majesty King Mohammed VI, Commander of the Faithful.

    In a speech delivered on this occasion, the Moroccan diplomat stressed that the presence of a large delegation from the Kingdom at this event reflects the ties between the brotherly peoples of Morocco and Senegal, highlighting the common religious constants between Morocco and Senegal, namely the Maliki rite, Sufi Islam and the Achaarite dogma.

    This participation, he added, is also an opportunity to further consolidate the historical and the excellent spiritual relations between the two countries and the two brotherly peoples, particularly the human and historical bonds uniting the cities of Tivaouane and Fez, voicing his "pride" in the quality of relations between the Kingdom of Morocco and Senegal.

    Given the excellent relations between the two countries, HM King Mohammed VI was keen to deliver his speech on the occasion of the 41st anniversary of the Green March on November 6, 2016, from Dakar, in which the Sovereign welcomed the participation of the brotherly Senegalese people alongside their Moroccan brothers and other citizens of the world in the glorious Green March, the diplomat recalled.

    In His speech, the Sovereign praised the continued solidarity and support of Senegal for the higher interests of the Kingdom of Morocco, Naciri pointed out.

    In his speech at the official ceremony, President of Senegal Macky Sall commanded the participation of a large delegation from Morocco in this event.

    "His Majesty the King thus continues a long tradition of friendly, fraternal and spiritual relations between the Moroccan and Senegalese peoples and their leaders," he said.

    President Macky Sall also asked the Moroccan delegation to convey to His Majesty the King "all his gratitude and thanks, in his name and that of the Caliph General and the family of El Hadj Malick Sy" for the high patronage of this event and the participation of this delegation in the celebration of the Centenary of the death of El Hadj Malick Sy.

    For his part, the Caliph General of the Tariqa Tijania, Serigne Babacar Sy Mansour, paid tribute to the high solicitude of HM the King towards the community of Tidjanes in Senegal and His Majesty's support for the events and religious meetings initiated by the Tariqa.

    In a message read on his behalf by his representative, the Caliph General praised the quality of relations between Morocco and Senegal.   • Politics : Cooperation in Agriculture, Renewable Energy at Heart of Moroccan-Chilean Talks

    The Speaker of the House of Advisors (Upper House), Naama Mayara, held a meeting with the Minister of Agriculture, Esteban Valenzuela, focused on ways to strengthen agricultural cooperation between the two countries, in light of the current international context that requires efforts to ensure food security.

    Highlighting the strengths of Morocco's agricultural sector and programs launched to promote and develop this sector, Mayara said that during his meetings with the speakers of the Senate and the House of Representatives of Chile, he proposed the creation of a parliamentary economic forum that would strengthen investment opportunities and trade between the Kingdom and the South American country.

    The meeting was an opportunity to discuss ways to increase and diversify the volume of trade, the Chilean Minister of Agriculture told the Moroccan news channel M24.

    The scientific techniques used to develop agriculture in semi-arid areas and the creation of academies of agricultural cooperatives, as well as mechanisms for preserving food security, were also among the topics discussed at the meeting, he added.

    Praising the successful experiences of Morocco in many sectors, the Chilean official described the future of cooperation between the Kingdom and Chile as promising, since the economies of both countries are complementary.

    In similar remarks following his meeting with the Moroccan delegation, Energy Minister Claudio Huepe said that Chile wants to strengthen cooperation in the field of renewable energy and green hydrogen, suggesting the creation of technical committees to identify priority areas and opportunities for cooperation between the two countries.

    During the talks, which were attended by Morocco's Ambassador to Chile, Kenza El Ghali, the speaker of the Upper House stressed that economic and trade cooperation between the two countries is called to rise to the level of the excellent political relations, stressing that both sides have all the assets and opportunities to consolidate prosperity and growth at all levels.

    Since the beginning of this week, the Moroccan delegation has held a series of meetings with several government officials and parliamentarians, as well as with members of civil society, to develop bilateral relations within the framework of South-South cooperation.

  • Politics : Nador Province: Parties, Unions Highlight Human Dimension Advocated by Morocco in Dealing with Migration Issue

    In statements, these parties and bodies have condemned all attempts to use these "tragic" incidents to undermine the country's image and its African leadership on migration policy.

    The National Rally of Independents (RNI) said it is proud of the Moroccan approach to dealing with the migration issue, under the leadership of HM King Mohammed VI, calling on the authorities and all forces of the country to act firmly against such acts that "aim to undermine our country and its positive achievements."

    The RNI stressed the need to be vigilant and to mobilize to thwart these maneuvers, whatever their origin, reaffirming its pride in the strategic partnership between Morocco and Spain, based on trust and cooperation.

    The National Rally of Independents blamed the incident on human trafficking networks, which exploit the social conditions of nationals of some sub-Saharan countries, praising the professionalism of the public forces and their considerable efforts to maintain public order and protect lives and property.

    The Authenticity and Modernity Party (PAM) stressed the need to breathe new life into the National Strategy for Migration adopted by the Kingdom and to mobilize the resources and means of all stakeholders to act firmly against the networks of human trafficking, who bear the primary responsibility for the incidents of Nador.

    It also called for "facilitating the channels of integration of migrants to enable them to enjoy their fundamental economic and social rights and free them from the grip and temptations of these criminal networks.

    The PAM condemned all attempts to use these tragic events to undermine the reputation of our country and its leadership in Africa in terms of migration policy, which has regularized the legal situation of more than 50,000 immigrants, mostly from sub-Saharan Africa, thanks to the High Royal Directions.

    In this regard, the Authenticity and Modernity Party praised "the responsibility and professionalism of the Moroccan public forces who intervened, in full compliance with the laws, charters of human rights and international conventions, while keeping in mind the humanitarian conditions that these migrants are going through.

    For its part, the Democratic Labor Organization (ODT) expressed its deep regret over this incident, stressing the need "to act firmly against gangs and mafias of human trafficking.

    In this regard, the ODT called for "activating the role of the African Migration Observatory to ensure its mission in monitoring and managing the issue of African migration."

  • General : Morocco Records 2,117 New COVID-19 Cases over Past 24 Hours

    A total of 24,853,149 people have received the first dose of the COVID-19 vaccine, while the number of fully vaccinated people (1st and 2nd doses) has reached 23,337,725, the ministry pointed out in its daily COVID-19 bulletin, noting that 6,534,825 people have received the third dose of the vaccine.

    According to the same source, the number of COVID-19 cases reported since the start of the outbreak of the virus rose to 1,204,578, while recoveries increased to 1,169,060, i.e. a recovery rate of 97.1%.

    The new COVID-19 cases were recorded in the regions of Rabat-Salé-Kénitra (723), Casablanca-Settat (719), Fez-Meknes (182), Tangier-Tetouan-Al Hoceima (179), Marrakech-Safi (149), Souss-Massa (62), Béni Mellal-Khénifra (34), Draâ-Tafilalet (30), the Oriental (14), Guelmim-Oued Noun (13), Dakhla-Oued Eddahab (10) and Laâyoune-Sakia El Hamra (02).

    As for coronavirus-related fatalities, they increased to 16,101, with three cases reported in the past 24 hours in the regions of Casablanca-Settat, Rabat-Salé-Kénitra and Béni Mellal-Khénifra.

    The number of active cases has reached 19,417, while 15 severe or critical cases have been reported in the past 24 hours, bringing their total number to 115.

    Born in 1854 in Gaya (Gaaya in Wolof), a village in the north of the country, El Hadji Malick Sy was a tireless servant of Islam and of the Tariqa Tidjaniya which he contributed in a very large measure to spread throughout Senegal and beyond, via his numerous "muqaddams" (great disciples) whom he trained and sent to several African countries.

    El Hadji Malick Sy settled between 1900 and 1902 in Tivaouane. At that time, the colonial authorities were fighting against the expansion of Islamic thought. However, this religious man succeeded in propagating his ideas through a strategy of peaceful coexistence. He died on June 27, 1922.

Mr. Macky Sall also took the opportunity to wish a speedy recovery to HM the King.

    Born in 1854 in Gaya (Gaaya in Wolof), a village in the north of the country, El Hadji Malick Sy was a tireless servant of Islam and of the Tariqa Tidjaniya which he contributed in a very large measure to spread throughout Senegal and beyond, via his numerous "muqaddams" (great disciples) whom he trained and sent to several African countries.

    El Hadji Malick Sy settled between 1900 and 1902 in Tivaouane. At that time, the colonial authorities were fighting against the expansion of Islamic thought. However, this religious man succeeded in propagating his ideas through a strategy of peaceful coexistence. He died on June 27, 1922.

  • Regional : Tetouan: Collective Illegal Migration Operation Foiled- DGSN

    The pre-emptive security operations resulted in the arrest of 59 candidates for illegal migration, all from sub-Saharan Africa, in Tetouan and in the area of Belyounech (a suburb of Fnideq) said a statement from the National Police (DGSN).

    Some of these illegal migrants were arrested in possession of objects and iron equipment specially designed to be used in for forced entry and climbing in the context of illegal migration operations, said the same source.

    All those arrested were subjected to a judicial investigation under the supervision of the competent prosecutor's office, to identify all the ramifications and possible links of this criminal act.

    All individuals involved in the organization of illegal migration operations, in this case, were also apprehended, the statement concluded.

Rabat - HM King Mohammed VI addressed the nation on Tuesday on the occasion of the 60th anniversary of the Revolution of the King and the People.

Here follows the full text of the royal speech:


Praise be to God                                                               May peace and blessings be upon the Prophet, His Kith and Kin

 Dear Citizens,

Today, we are proudly celebrating the sixtieth anniversary of the glorious Revolution of the King and the People, building on the values ​​of sacrifice and national solidarity it embodies in order to sustain the legacy of the revolution in various fields.

Many Moroccans had not yet been born when the revolution against colonialism took place. However, they are now involved in another revolution, which I am spearheading with a view to developing human resources, achieving economic and social progress and promoting a dignified life for our citizens – an endeavor in which we are guided by the same spirit of sincere patriotism and close cohesion between the throne and the people.

This is an ongoing revolution which requires collective, wide-ranging mobilization as well as active involvement in development projects so that we may rise to current and future challenges and fulfill the legitimate aspirations of Moroccan citizens.

The Almighty has given each nation its fair share of wealth and resources and, thanks be to God, we have been given a constantly renewed source of wealth, namely our human resources, especially our ambitious young people, who are imbued with love for their homeland, who are well brought-up and who are proud of their time-honored traditions.

Indeed, Moroccans are known for their keenness to give their children a good upbringing, making sure they have good morals and are committed to the nation’s immutable values. In this mission, the family and the school complement each other, remaining open to the world around them.

I consider the loving care given to their offspring and the responsibilities parents live up to by instilling lofty ideals and values into their children ​​to be among the most important factors of social advancement, and also the bedrock of comprehensive development.

As part of my commitment to make Moroccan citizens the central element of the development process and of public policies, I make sure schools get the means they need to carry out their role in terms of education and training.

I personally seek to ensure that basic infrastructure, such roads, drinking water, electricity, student and teacher accommodation units, is developed in all parts and regions of the Kingdom. These are essential facilities which supplement the work done in the education sector and enable education officials and teachers to discharge their lofty mission.

Many significant achievements have been made in the area of education and training, as indicated, in particular, by the increase in school enrolment rates, especially that of girls. We owe this to the commendable work carried out by the men and women involved in the education sector.

Nevertheless, we still have a long, arduous journey ahead of us if we are to enable this sector to actually play its role as an engine for the achievement of economic and social advancement. In this connection, we cannot but ask this pressing question: Why is it that so many of our young people cannot fulfill their legitimate professional, material and social aspirations?

The education sector is facing many difficulties and problems. They are mostly due to the adoption of some syllabi and curricula that do not tally with the requirements of the job market. Another reason has to do with the disruptions caused by changing the language of instruction from Arabic, at the primary and secondary levels, to some foreign languages, for the teaching of scientific and technical subjects in higher education. Accordingly, students must be provided with the necessary linguistic skills so that they may fully benefit from training courses.

It is gratifying to note, in this respect, the positive results achieved in the fields of vocational, handicraft and technical training.

Specialized two to four-year training courses are available in these areas, both to baccalaureate and non-baccalaureate holders, and those who graduate from these courses have more opportunities to find a job directly and quickly and start a professional career.

This is not the case for graduates of certain university courses, despite the staff and faculty members’ commendable efforts. Educational institutions which provide such courses should not be factories that produce unemployable graduates, particularly in certain obsolete subjects.

Training should be reinforced by making the most of a positive, distinctive feature of Moroccans, namely their natural open-mindedness and their desire to discover other cultures and to learn foreign languages.

Moroccans should, therefore, be encouraged to learn and master foreign languages, in addition to the official languages ​​specified in the Constitution. They would thus expand their knowledge base, refine their skills and gain the competence needed to be able to work in Morocco’s new professions and areas of employment, in which there is a significant shortage of skilled workers, as is the case in the car industry, in call centers, in the aeronautic industry and in other areas.

In addition to attending to these new professions and services, as well as to the needs of management and engineering schools and colleges, further attention should be given to vocational training and to the rehabilitation of technical and manual work in general. We should make sure that these trades are properly mastered and that people are proud to be involved in them, especially as my ancestor Prophet Mohammed - peace and blessings be upon him - said: "No one has ever eaten a better food than that which he has obtained by working with his own hands". These trades are increasingly important in the Moroccan job market today; they provide a major source of income as well as a means for the achievement of a dignified life.

As a result, many Europeans are coming to Morocco to work in this promising sector, competing for jobs with Moroccan workers in these trades.

Dear Citizens,

Considering the current state of the education and training sector, we need to pause, assess achievements and pinpoint shortcomings and inadequacies.

I wish to stress, in this respect, the importance of the National Charter for Education and Training, which was adopted through a broad-based national participatory approach.

Successive governments have all worked on the implementation of this charter, particularly the last one, which deployed all the necessary means and resources to implement the Emergency Programme. However, it only engaged in this process during the last three years of its mandate.

Unfortunately, the gains made since this programme’s implementation was started have not been consolidated. On the contrary, some of its basic components, namely aspects related to syllabus change, primary school curriculum and high schools of excellence, have been dropped, without consulting or coordinating with the parties concerned.

In view of the above, the current government should have capitalised on the positive experience gained in the field of education and training, especially as this is a crucial project that will span several decades.

It hardly makes sense for each government to come with a new plan every five years, and disregard previous programmes, particularly as no government will ever have the time, during a single mandate, to fully implement its project.

The education sector should, therefore, not be included in the sphere of purely political matters, nor should its management be subjected to outbidding tactics or party politics. Rather, it should be part of a cultural, economic and social approach aimed at training and preparing human resources who can be incorporated into a dynamic development process, through an efficient education system.

Dear Citizens,

This frank diagnosis of the education and training system in our country, which is prompted by a keen sense of honesty and responsibility, and which may seem rather harsh, is that of a caring father who, like any father, loves his children deeply.

Admittedly, your Servant does not experience the same social or material difficulties as some segments of the population do, but we all, dear citizens, have the same concerns regarding our children’s education and face the same problems in connection with the education system, as our children pursue their studies in the same education system and follow the same syllabi.

What is important in this regard is not money, status or social class, but the conscience that guides every one of us, and his or her patriotism and keenness to serve the best interests of the nation.

When I was Crown Prince, I studied in the Moroccan state school system and later went to the Law School at the Mohammed V University.

It is true that the Royal College has means that regrettably not all state schools have. Nevertheless, generations of national executive staff have actually been trained through state school curricula.

I am indeed sad to note that the state of education is worse now than it was twenty years ago.

As a result, and in spite of their limited resources, a large number of families are compelled to pay huge fees for their children to study in foreign schools or private education institutions in order to avoid the pitfalls of the state school and enrol their children in an efficient system.

In this regard, I refer you to the address I gave last year, on the same occasion, in which I laid down the guidelines for the reform of the education system and called for the implementation of the constitutional provisions regarding the Higher Council for Education, Training and Scientific Research.

I call on the government to speed up the adoption of the necessary legal texts relating to the new council.

In the meantime, I have decided to set in motion the Higher Council for Education with its current composition, in accordance with the transitional provisions stated in the Constitution, in order to carry out an evaluation of the achievements of the National Charter for Education and Training ten years after its launch and tackle this major national issue.

I am being frank with you on this issue, dear citizens, because of the responsibility I bear as your leader. I belong to no political party and take part in no election. The only party I proudly belong to, thank God, is Morocco.

To me, all Moroccans are equal. I make no distinction, be it on the basis of social status or affiliation. As far as I am concerned, there is no difference between a bank manager and a person who is unemployed, between a pilot, a farmer and a minister. They all are citizens with the same rights and the same obligations.

Therefore, we need a broad-based, constructive debate on all the major issues of concern to the nation, in order to achieve the tangible results Moroccans are looking forward to. What we do not need are sterile, disgraceful disputes which lead nowhere, except to settling scores, defamation and calumny. Such disputes only make problems more complex, instead of solving them.

Dear Citizens,

Celebrating the anniversary of the glorious Revolution of the King and the People together with my birthday, amid my extended family whose members are you, loyal citizens, is a unique opportunity to show our respect and high esteem for the martyrs of independence and national unity, including first and foremost my revered grandfather His Majesty King Mohammed V, and my venerable father His Majesty King Hassan II. May they rest in peace.

It is also an occasion that should inspire all of us to do more to keep the flame of the renewed revolution of the King and the people alight, with a strong sense of patriotism, in order to achieve further unity, progress and comprehensive development.
