Signed on the sidelines of the 7th Extraordinary Session of the African Ministerial Conference on the Environment, this action plan gives concrete expression to the process of implementing the protocol on cooperation in the environmental and sustainable development field, signed on 21 November 2016 in Antananarivo during HM King Mohammed VI's visit to Madagascar.

Over two years of implementation, this action plan will focus on the exchange of experience between the two parties on topics of common interest agreed at the level of the cooperation protocol, in particular on environmental and climate governance, liquid sanitation and waste management, industrial pollution treatment and prevention, and the management and protection of sensitive areas.

Several activities have been identified in this regard, including capacity building for Malagasy actors in the areas of solid and liquid waste management, adaptation and access to climate finance through the 4C (Competence Centre for Climate Change), the organization of training sessions and exchange of experiences in Morocco on forest ecosystem restoration, biodiversity management and ecotourism development.
