  • Economy : Nearly 40% of Moroccan SMEs Exposed to Cyber Risks (Kaspersky)

    This study, which takes place in a context marked by the growth in the digitalization of SMEs in Morocco, reveals a certain awareness of the growing threat of cyberattacks, Pascal Naudin, Head of B2B Sales at Kaspersky Morocco and Tunisia, said at a conference dedicated to the presentation of the results of the study entitled "Cyber threats, digital habits and investments: what maturity for Moroccan companies?".

    Conducted by Kaspersky, in collaboration with the research firm Arlington Research, this study, which involved 300 Moroccan companies with between 10 and 250 employees, also revealed that most of the companies surveyed are not sufficiently trained on cyber risks and their consequences, Naudin pointed out.

    SMEs surveyed also recognize the potential risks of cybersecurity incidents, with 42% fearing the loss of customers, 40% fearing financial losses and 44% fearing the loss of sensitive data, he noted, estimating that the Morocco appears to be a country in which SMEs are rather aware and seem mature in terms of cybersecurity.

    "Moroccan companies are aware of the need to protect themselves. However, like many countries, the problem lies in the exploitation of information and data generated by technological solutions," Naudin said, underlining the importance of investing in robust cybersecurity solutions to protect SMEs from evolving cyber threats.

  • Regional : Earthquake: Moroccan Army Deploys Additional Field Medical-Surgical Hospital in Taroudant

    Mobilizing medical teams made up of 19 doctors, 37 nurses and 32 assistants, this multidisciplinary hospital, which has been operational since last Sunday, is part of the general mobilization following the earthquake of September 8, with the aim of providing the necessary care to the victims.

    This health facility, which offers its services to some 500 beneficiaries daily, has several specialties, including resuscitation, anesthesia, orthopedics, urology, ENT surgery, eye surgery, gynecology, internal medicine, dermatology and psychiatry.

    In addition to the free distribution of medicines, this additional hospital also has six ambulances equipped to transfer the difficult cases to the Mokhtar Soussi provincial hospital in Taroudant.

    In statements to MAP, the beneficiaries expressed their deep gratitude to HM King Mohammed VI and the FAR teams for the deployment of this hospital which will help alleviate the suffering of the victims.

    Reflecting the profound care with which HM the King, Supreme Commander and Chief of the General Staff of the Royal Armed Forces, surrounds all His subjects, this action will bring the total number of deployed HMCCs to four. It will contribute to strengthening medical aid and assistance to the affected population, especially with the approach of the winter season, according to a statement from the General Staff of the Royal Armed Forces.

    Operational from the early hours following the earthquake, the first two multidisciplinary hopsitals were deployed in the Asni/Marrakech and Tafingoult/Taroudant regions.

  • Social : Morocco on Alert to Prevent Any Potential Bedbug Introduction into National Territory (Ministry)

    "In response to information reporting the spread of the bedbug in a European country and in order to prevent any infiltration of this insect into the national territory, the Ministry of Health and Social Protection, in coordination with the various public authorities concerned by border health surveillance, announces the activation of the health vigilance and proactive surveillance system against any intrusion and spread of this insect", the ministry said in a press release.

    Following an alert issued by the captain of a ship coming from the port of Marseille in France, on October 2, concerning suspicions of the presence of bedbugs in the crew cabin, the ministry informs the public opinion that the health surveillance services of the Tangier-Med port, implemented the usual procedures in such cases, carrying out a careful inspection of all the components of the ship, its cargo and its common areas, the same source noted, adding that the results of the inspection showed the absence of any insect on board the ship, including bedbugs.

    The ministry's health control services at the Tangier-Med port and other maritime, air and land transit points, in collaboration with the various departments, carry out careful and comprehensive inspections of all means of transport entering or leaving these border crossings in accordance with health surveillance procedures at national borders and international standards as recommended by the International Health Regulations (2005), according to the press release.

    The ministry emphasizes that these measures are part of its efforts to ensure the safety of citizens, protect public health and prevent the infiltration of this insect into the national territory.

    The junction between legal and social components has contributed to strengthening the prevention of risk situations, guaranteeing the humanization of judicial paths and ensuring the follow-up and integration of children, Hakizimana said at the opening ceremony of the 2nd National Conference on the "Institutionalization of social assistance in jurisdictions and prospects for development of services provided to children, women and specific categories".

    She noted that this conference, organized by the Justice ministry in partnership with UNICEF, represents an important milestone in the process of institutionalizing social assistance in the courts and strengthening access to justice for children, women and specific categories in Morocco.

    "This institutionalization will certainly contribute to implementing the measures targeted by the charter of justice reform in Morocco, by establishing a special status for social assistance professionals, establishing their missions and the probative force of their reports, and providing the courts with social assistance at Family Justice sections and the support units for women and children victims of violence," she said.

    The two-day conference will feature presentations of international experiences in social protection, presented by speakers from Senegal, United Kingdom, Spain, Bangladesh, Jordan and the United States.

    Of this total, 2,233 elderly prisoners are men and 91 are women, he pointed out at the national conference on legal, social and health protection of elderly prisoners, organized by DGAPR.

    Concerning the level of education of elderly prisoners, the official stressed that 34% are illiterate, 39% have basic education, 8% a middle-school level, 10% a high-school level and 9% a university level.

    Regarding the distribution of elderly prisoners according to the length of their sentence, he said that 344 have not yet been sentenced, 274 serve a sentence of at least 6 months in prison, 339 are sentenced to more than 6 months to 1 year in prison, 310 more than 1 year to 2 years, 464 more 2 years to 5 years, 287 5 to 10 years, 271 10 to 30 years, while three were sentenced to death and 31 for life.

    Furthermore, Bennasser stressed that a range of measures have been taken by DGAPR to promote the situation of elderly prisoners, notably promoting communication with their families and developing qualification, literacy and non-formal education programs.

  • Politics : AU: Morocco Highlights Inter-African Cooperation in Kigali for Successful Implementation of Agenda 2063's 2nd Ten-Year Plan

    "It is important to underline the significance of inter-African cooperation in building the capacities of member states for the successful implementation of the 2nd Ten-Year Plan of the AU's Agenda 2063," stressed the Kingdom's Ambassador and Permanent Representative to the AU and the United Nations Economic Commission for Africa (UNECA), Mohamed Arrouchi, who was speaking at the Ministerial Retreat.

    The Moroccan diplomat also highlighted that coordination is crucial for the effective implementation of Agenda 2063 and its ten-year plans.

    "There is a lack of coordination between the AU bodies responsible for implementing Agenda 2063 and the Regional Economic Communities (RECs), as well as between the RECs and member states," noted Arrouchi, adding that this weak coordination has led to significant delays in domesticating the first ten-year plan of Agenda 2063 at the national level and consequently in aligning it with national development plans.

    The involvement of the RECs in the process of implementing Agenda 2063 and the sharing of experiences and best practices are essential for the successful implementation of the next ten-year plan, insisted the Moroccan diplomat.

    Arrouchi, who led the Moroccan delegation at the Ministerial Retreat, added that defining roles clearly among the various stakeholders would also help achieve the objectives of Agenda 2063.

    The aim of the three-day Ministerial Retreat is to hold discussions and seek strategic guidance on the results of the Agenda 2063 Special Project, focusing on the evaluation of the First Ten-Year Plan and the formulation of the Second Ten-Year Plan for the implementation of Agenda 2063, as well as on the classification of flagship projects and financing issues.

  • Politics : Sahara: El Salvador Supports Morocco's Efforts to achieve Realistic and Lasting Political Solution

His Majesty the King Chairs Council of Ministers

Rabat - His Majesty King Mohammed VI, may God assist him, accompanied by HRH Crown Prince Moulay El Hassan, chaired, Friday at the Royal Palace in Rabat, a Council of Ministers devoted to the approval of draft decrees regarding the military field and a number of international agreements, said a statement by the spokesman of the Royal Palace, Abdelhak El Mrini.

Here follows the translation of the statement:

"His Majesty King Mohammed VI, may God assist him, chaired, on Friday 28 Shawwal 1444 H, corresponding to May 19, 2023, at the Royal Palace in Rabat, a Council of Ministers devoted to the approval of draft decrees concerning the military field and a number of international agreements.

At the beginning of the proceedings of this Council, His Majesty the King, may God preserve Him, asked the minister of Agriculture, Fisheries, Rural Development and Water and Forests for explanations on the results of the current agricultural campaign and the measures that the government will take to support farmers because of the increase in the prices of agricultural raw materials, as well as on the good preparation of the next agricultural campaign.

The minister replied that although this agricultural campaign comes in the context of the succession of years of drought, cereal production should reach nearly 55 million quintals, an increase of 62% compared to the previous campaign (34 million quintals). This campaign is considered to be the best in comparison with the last five years which recorded a similar rainfall deficit.

The minister also stressed that the government, pursuant to the Royal High Directions, will begin the implementation of a support program for farmers, with a budget estimated at 10 billion dirhams, which includes support for imported feed for livestock and poultry, support for imported agricultural raw materials to reduce the cost of production of certain vegetables and fruits, and the strengthening of the financing capacity of Crédit Agricole du Maroc, to consolidate its interventions to support farmers, in addition to the allocation of funds for the import of soft wheat to ensure the normal supply of the market until December 2023.

Subsequently, and to enshrine the High Solicitude with which His Majesty the King, Supreme Commander and Chief of the General Staff of the Royal Armed Forces, may God assist Him, never ceases to surround the members of the Royal Armed Forces in various fields, in particular through modern training and continuous qualification enabling all of their components to carry out their duties well, the Sovereign approved the following draft decrees:

- A draft decree relating to the organization of the Royal Interarmed School of administration, which concerns training in the administrative and financial fields, reserved for officers who have graduated from the various training establishments of the Royal Armed Forces and the personnel of the National Defense Administration, as well as for military officers from brotherly and friendly foreign countries. The graduates of this School will obtain the Master's degree in administration and finance, as well as the Military Quartermaster's degree for officers.

- A draft decree amending and supplementing the decree on the organization of the Royal Air School, aimed at meeting the needs of the Royal Air Force in human resources, allowing access to the first year of the undergraduate cycle in aeronautics to holders of the baccalaureate (section-experimental sciences, field-physical sciences) and following the example of holders of the baccalaureate -mathematical sciences section.

- A draft decree amending and supplementing the decree on the organization of the Mohammed VI International Academy of Civil Aviation. This text states that the students of this Academy, in the specialties "Air Traffic Control" and "Electronic Security of Air Traffic", benefit from military training, given the importance and sensitivity of the jobs of the graduates of these two specialties and this, like the graduates of other national educational institutions, which benefit from this kind of training with a positive effect in the enshrinement and consolidation of the rules of constant discipline in the performance of their missions.

Within the framework of strengthening the relations of cooperation and partnership linking Morocco to several brotherly and friendly countries, and of consolidating the place of the Kingdom and its commitments on the continental and international levels, the Council of Ministers has adopted eight international agreements, including two bilateral and six multilateral, which concern the Arab-Islamic and African spaces, as well as the multiparty aspect.

At the bilateral level, the two agreements concern the strengthening of air transport services with the Kingdom of Saudi Arabia and cooperation in the field of commercial navigation with the Republic of Djibouti.

The multilateral agreements concern various fields inherent to the recognition of higher education studies in the Arab countries, its diplomas and degrees, the status of the Labour Center of the Organization of Islamic Cooperation, the status of the African Minerals Development Centre, and the General Convention on the Privileges and Immunities of the Organization of African Unity.

They also concern the convention on equality between nationals and non-nationals in the field of social security, and that relating to the establishment in the Kingdom of a representation of the International Centre for Migration Policy Development.

Thereafter, and in accordance with the provisions of Article 49 of the Constitution:

- And on the proposal of the head of government and at the initiative of the minister of Equipment and Water, His Majesty the King, may God preserve Him, appointed Mr. Tarik El Aroussi, chairman of the Board of Directors of the Ports Operating Company.

- And on the proposal of the head of government and at the initiative of the minister of National Planning, Urban Development, Housing and Urban Policy, His Majesty the King appointed Mr. Housni El Ghazaoui, chairman of the Board of Directors of Al Omrane Development Group.

- And on the proposal of the head of government and on the initiative of the minister of Agriculture, Fisheries, Rural Development and Water and Forests, His Majesty the King appointed Mr. Mohamed Fekrat, chairman of the Management Board of Crédit Agricole du Maroc.

- And on the proposal of the head of government and on the initiative of the minister of Energy Transition and Sustainable Development, His Majesty the King, may God assist Him, appointed:

Mr. Mohamed Benyahya, director general of the Moroccan Agency for Energy Efficiency and Said Mouline, director general of the Moroccan Agency for Nuclear and Radiological Safety and Security.

- And on the proposal of the head of government and at the initiative of the minister of Transport and Logistics, His Majesty the King appointed Mr. Ghassane El Machrafi, director general of the Moroccan Agency for the Development of Logistics.

- And on the proposal of the head of government and on the initiative of the minister of Youth, Culture and Communication, His Majesty the King appointed Mr. Fouad Arif, director general of the Moroccan News Agency."
