  • Politics : Strategic Twinning between Rabat, Madrid, Barrier against Maneuvers to Exacerbate Tensions in Mediterranean Region (Writer-journalist)

In an editorial to be published in Saturday's edition of the Arabic-language daily ''Al Itihad Al Ichtiraki'', he noted that this ambition is clearly displayed through the will of HM King Mohammed VI in His call to inaugurate ''a new unprecedented stage'' and also that of King Felipe VI of Spain calling to weave relations of partnership for the 21st century.

He underlined that the High Level Meeting held last Thursday in Rabat is a source of strategic partnerships between countries concerned with a perfect understanding of their common interests and also sharing the same conception of the interactions of international action, in the present as in the future.

While stressing that the two Kingdoms have set a living example of the priority of the conciliatory diplomatic approach and its supremacy in the settlement of disputes, he said that the agreements signed during this High Level Meeting focus on key targeted sectors, in support of a common appreciation of priorities.

The editorialist pointed out that these are partnership projects with strategic objectives that are not limited only to strengthening the current cooperation which is beneficial to both parties, but well beyond the present, encompassing in the future the areas, among others, of culture, security, renewable energy or ties with the European Union.

He noted, in this regard, that the Spanish side has particularly insisted on the necessary consideration of an institutional twinning between Morocco and the European Union, a condition almost unavoidable for Spain to successfully implement its partnership with Morocco.

Another sign of this strategic partnership raised by Abdelhamid Jmahri, the determination expressed in the joint statement from this High Level Meeting to preserve relations between Morocco and the European Union and to strengthen them further, an intelligent option that represents, in his view, the best response to the overbidding of the European Parliament.

After emphasizing the holistic nature of this strategic partnership between the two countries, encompassing in an unprecedented approach all areas including cultural and linguistic fields, he stressed that the accelerated achievement at the current stage of the objectives set in their entirety is the only way to achieve very quickly the realization of this strategic twinning, thus consolidating the major role of Morocco and Spain in the Mediterranean in support of geographical proximity and in the name of history and geostrategy, at a time of perfect communion conducive to the initiation of a decisive turn in the Mediterranean region.

He underlined that this strategic twinning also blocks the road to other pernicious projects in the region whose carriers know only the language of arms and seek by all means to stir up tensions in the Mediterranean region and afterwards in the sub-Saharan region.

  • Politics : AU PSC's Adoption of "Tangier Declaration", Recognition of Morocco's Relevant Multidimensional Approach (Diplomat)

This multidimensional approach is able to address the challenges of peace and security in Africa, the diplomat told MAP after the adoption by the AU PSC of the "Tangier Declaration".

The AU PSC which adopted the Declaration of the AU Conference on the promotion of the link between peace, security and development in Africa, entitled ''Tangier Declaration'', decided to submit it for consideration and adoption by the 36th Ordinary Summit of Heads of State and Government scheduled for mid-February in Addis Ababa.

Morocco hosted, on October 25-27, 2022, the first AU Political Conference on Promoting the Link between Peace, Security and Development in Africa in Tangier, recalled Arrouchi, noting that this inaugural conference, organized in partnership with the Department of Political Affairs, Peace and Security of the African Union, with the assistance of other partners, provided a platform to explore the interdependencies between peace, security and development.

The Kingdom, as part of its chairmanship of the AU PSC in September 2019, has, in fact, distinguished itself by organizing a ministerial meeting on the theme "Interdependence between Peace, Security and Development: Towards a collective commitment to action", on the sidelines of the 74th session of the United Nations General Assembly in New York, which had been chaired by the Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates Nasser Bourita, stressed the Moroccan diplomat.

  • Economy : Labor Market: Morocco's Economy Loses 24K Jobs in 2022 (Statistics Office)

This situation results from a creation of 150,000 jobs in urban areas and a loss of 174,000 in rural areas, said the High Commission for Planning, which has published an information note on the situation of the labor market in 2022.

By type of employment, 136,000 paid jobs have been created, resulting in a creation of 161,000 jobs in urban areas and a loss of 25,000 in rural areas, the same source said.

The unpaid employment has, for its part, experienced a decline of 160,000 positions, due mainly to the decline of this type of employment in rural areas of 150,000 positions.

Regarding the activity rate, it fell between 2021 and 2022 by 0.8 point to 44.3%. This decline is the result of an increase in the population of working age (15 years and over) of 1.4% and a decrease in the working population of 1%.

Maati Monjib Case: the Higher Council of the Judiciary Rejects Attempts to Politicize a Common Law Case and Undermine Respect to Justice

01 February 2021 Printable Version
Rabat - The Higher Council of the Judiciary has expressed its total rejection of all the allegations and untruths spread about the judgment pronounced by the court of first instance of Rabat against the accused Maati Monjib, which dishonestly aim at politicizing a case related to common law and undermining the respect due to justice.

In a statement, the Council also expressed its determination to take all legal measures to ensure the independence of the judiciary and its impartiality and to preserve the dignity of judges.

The remarks and comments reported in this case deliberately distorted the truth by a selective reading of specific facts with the aim of challenging the legality of the proceedings and making the national public believe that the conditions for a fair trial were not met for the accused Maati Monjib and that his right to defense was not respected during the last hearing, held on January 20, 2021, said the Council.

The truth is that Monjib used to attend all the hearings on release regarding the case in which the judgment was issued, which started in 2015, in which he is accused of harming internal security and defamation, and he continued to attend the hearings until he decided not to be present at the last five hearings, even before his arrest in the case currently presented to the investigating judge in Rabat in which he is accused of money laundering, the source pointed out.

Maati Monjib was brought back to court on January 20 to appear before the investigating judge and after leaving the investigation office at 11:30 a.m., he was not sent back to prison and remained in court, reflecting the concern of the competent judicial authorities to allow him to exercise his right to attend the hearing relating to the 2015 trial, which began at 3.30 p.m., because although he is in detention in connection with the money laundering case, he remains in a state of freedom in the wake of the 2015 case, for which a judgment was pronounced, the Higher Council of the Judicial said.

The accused was kept in the court while waiting for him to express his will to attend the hearing, but he did not request that, neither did his defense despite being informed of the date of the hearing and despite the presence of one of his lawyers at the hearing where he was representing another client in another case.

At the end of the hearing, he was sent back to prison, the source said, adding that his absence, like that of his defense, emanates from a voluntary personal decision, contrary to the allegations spread and which aim to distort the truth to support baseless allegations, said the Council, which insists through its remarks to strengthen the values of openness, serious and responsible and communication and to inform national and international public opinion.

The Higher Council of the Judiciary underlined that the allegations spread lack a legal basis and constitute a deliberate ignorance of the law, insofar as the code of criminal procedure authorizes any prosecuted person in state of freedom not to attend the trial, adding that the court does not force him to attend nor does it re-summon him, but records his absence in the minutes despite the fact that he was informed of the date of the hearing, and pronounces against him a judgment legally deemed "as contradictory".

"This is what was applied in a normal way by the court regarding the trial of the accused Maati Monjib, which remains a case like all other tort cases, knowing that most of those prosecuted in a state of freedom in this kind of trials prefer not to attend the hearings and judgments are pronounced despite the absence during the last hearing”, the Council explained.

The accused Maati Monjib, who was indicted at first instance, has the right like all other litigants to appeal against the judgment, study all its details and put forward what he considers appropriate for his defense and within the framework of the law.

"Based on the above-mentioned facts, all the allegations conveyed to present him as the one who was deprived of his right to defense and a fair trial remain legally baseless", the Council said.
