  • Economy : Total Morocco-Germany Trade Reached almost €5Bln in 2022

"2022 marks a milestone for Morocco-Germany economic cooperation, which is now taking on a new dimension," the AHK Morocco said in a statement.

"Thus, total German-Moroccan bilateral trade reached 4.9 billion euros in 2022, placing the Kingdom 57th in the global ranking of Germany's economic partners, ahead of Tunisia (58th) and Algeria (62nd)," the AHK Morocco said in a statement.

For this "record year that puts all indicators in the green to start the year 2023 under the best auspices," German exports to Morocco have reached 2.8 billion, up 30% compared to 2021, said the same source, noting that this is a considerable progress, among the strongest compared to other countries.

This remarkable result is also supported by a robust increase in Moroccan exports to Germany, up 32% compared to 2021, equivalent to a value of 2.1 billion euros.

"German-Moroccan economic relations remain on the fast track. The trade figures for 2022 clearly show that this growing interest is increasingly reflected in the realization of agreements and projects that generate benefits for both partners," said AHK Morocco Director General Andreas Wenzel, as quoted in the release.

He further explained that "even if a large part of the increase in world trade in 2022 is due to inflation [14.6% for German exports and 26.3% for German imports], our trade relations are growing significantly, with more than 30% in both directions."

"In the ranking of Germany's most important export markets, Indonesia and Vietnam are in the top 50, ahead of Morocco. There is still a lot to do, but if the momentum continues, it is not unrealistic to consider being in the top 50 as early as 2023," he added.

  • Politics : Spain's Ruling Party 'Satisfied' with High-Level Meeting with Morocco

"I express our satisfaction with the summit and the meeting held last week in Morocco," stressed PSOE spokeswoman and Minister of Education and Training, Pilar Alegría, in a statement to the press.

The high-level meeting confirmed the "good relations between Spain and Morocco" and allowed the adoption of twenty "extremely important" agreements, said Alegría, stressing the "fundamental importance" for Spain and all European countries to continue working in "coordination" with Morocco.

The 12th session of the Morocco-Spain HLM, co-chaired by the Head of Government Aziz Akhannouch and the Spanish Government President Pedro Sánchez, was sanctioned by a joint declaration in which both parties expressed their commitment to maintain the relations of excellence that have always linked them and reaffirmed their willingness to enrich them in a lasting way.

On this occasion, the two parties signed several cooperation agreements in areas such as migration management, tourism, infrastructure, water resources, the environment, agriculture, professional training, social security, transportation, health security, and research and development.

  • Culture : Moroccan Sahara Conceals Rich, Diverse Tangible and Intangible Cultural Heritage (Minister)

Speaking at the exhibition "Moroccan Sahara: a thousand-year-old archaeological heritage" and the forum on "the scientific value of tangible and intangible heritage in the Moroccan Sahara", Bensaid said that archaeological research has revealed the succession of ancient civilizations in this region of the Kingdom, dating back to the era of the Lower Paleolithic or what is called the Acheulean period.

He added that this period was characterized by the use of distinctive stone tools, such as stone axes that were discovered in Aousserd at "Kourcia", "Boulariah" and other sites in the basin of Smara, especially Oued "Essafa", "Aasli", "Boukerch" and "Larchiouat".

The minister recalled that the Moroccan Sahara has experienced intense activities of Homo sapiens, especially during the Middle Paleolithic period, characterized by the use of foliated points for hunting, in addition to the multiplicity of archaeological sites dating back to the era known as "Aterian," which is also characterized by the precision in the manufacture of stone tools, as well as the modern eras of prehistory in Morocco.

He noted that the Neolithic sites, dating back about 4,000 years, revealed the use by human beings of distinctive techniques in the manufacture and decoration of pottery specific to the Moroccan Sahara as a cultural identity, as well as methods of domestication of animals and manufacture of precise foliate points called "Saharan foliate points".

  • Politics : Morocco, Strengthened by Clear Guidelines of HM the King, Will Constantly Support Sudan Stability, Territorial Integrity (FM)

Morocco will also be in total solidarity with this brotherly country and its people in the choices they will make, said Bourita who took part, by video conference, in the 1137th session of the ministerial meeting of the Peace and Security Council (PSC) of the African Union (AU), on the review of the situation in Sudan.

He also reaffirmed the Kingdom's solidarity with brotherly Sudan and reiterated its unwavering support for its security and stability, as well as its national unity and territorial integrity.

Describing this meeting as an "event to support Sudan", the Minister said that "we are not here to judge, we are here to help. It is an obvious fact, perhaps, but an important one to remember".

This is a new and hopeful phase, which began with the signing of the "political framework Agreement" of December 5, 2022, and the commitment of the parties, since January 8, in talks for an orderly transition, he noted, adding that the political process is relaunched with, this time, real prospects for stabilization of democratic institutions.

Welcoming these important developments, Bourita paid tribute to all Sudanese stakeholders (incumbent leaders, political parties, unions and associations) for making this possible.

The minister also commended the efforts of the UN, AU, and IGAD (Intergovernmental Authority on Development), whose role is critical in facilitating a credible and inclusive political process, saying that continued trilateral engagement is crucial to preserving the December 5 agreement and helping Sudan overcome its political and economic challenges.

"It is now, when the goal is within reach, that the stakeholders are, more than ever, faced with their historic responsibility: that of taking the side of dialogue and of the supreme interest of the Nation", he added, noting that "to be a certain qualitative step, the December 5 Agreement is neither an end in itself, nor the end of the road".

In this regard, Bourita called on all parties to overcome the divisions and be prepared to make the necessary political compromises, noting that to be sustainable, the understandings should be inclusive in their content and their protagonists.

"The dismantling of the remnants of the past should be reflected in the consolidation of strong and independent democratic institutions, able to ensure transparency and accountability," he stressed, saying that economic reforms are "the other leg" of the political process.

Sudan's efforts to accelerate the adoption of a national economic recovery Plan should be accompanied by active support from the international community, Bourita said.

"The crisis in Sudan has gone on too long. Although much remains to be done, the direction taken by Sudan is promising," he said, before concluding that there is real hope that this brotherly country will regain its stability in the long term as well as its place in the pan-African institutional family without further delay.

Moroccan Parliament Decides to Reconsider its Relations with European Parliament and to Subject Them to Overall Assessment

23 January 2023 Printable Version
Rabat - Moroccan Parliament announced Monday its decision to reconsider its relations with the European Parliament (EP) and to subject them to an overall assessment, in order to take appropriate decisions, following the latest positions of the European Parliament towards Morocco.

This announcement was made in a statement of the two chambers of the Moroccan Parliament, read by the Speaker of the House of Representatives, Rachid Talbi Alami at the end of a joint meeting co-chaired with the Speaker of the House of Councillors, Enaam Mayara, which was marked by the speeches of the presidents and representatives of the various parliamentary groups and groupings and parliamentarians without political affiliation.

The Moroccan Parliament condemned thus the insidious campaign waged against the Kingdom, the latest of which was the resolution voted by the EP, on January 19, 2023.

The Moroccan Parliament also decided to inform the European Parliament Presidency of the minutes of this session containing positions and speeches of the presidents and representatives of the various parliamentary groups and groupings, and MPs without political affiliation during this session, as well as the decisions that will be taken.

"The Moroccan Parliament took note with profound astonishment and resentment this resolution which has seriously harmed the trust between the two legislative institutions and undermined their decades-long strategic partnership," said this statement of the two Chambers of the Parliament, read by the Speaker of the House of Representatives, Rachid Talbi Alami.

It regrets that the European Parliament has allowed itself be dragged, by some hostile parties within it, into a misleading campaign targeting a long-standing and credible partner that plays major roles in protecting rights and freedoms, as well as safeguarding regional and international peace and security.

Morocco is, in this regard, a pillar of stability, good neighborliness and understanding between peoples, civilizations and cultures, adds the statement.

In the face of this dangerous drift by an institution that is supposed to distinguish between truth and fallacies, by endeavoring to cement the supremacy of principles and safeguard rights and freedoms in full respect for its geographical competences and powers and the sovereignty of partner and friendly states, the Parliament of the Kingdom of Morocco, with all its political components and organs, strongly condemns the attempt to harm Morocco's interests and smear its image, and the distinguished and long-standing relations between Morocco and the European Union that are based on common values and principles, as well as mutual benefits.

It also considers the European Parliament's resolution an unacceptable transgression of its own competences and an improper infringement on the sovereignty and independence of Morocco’s judicial institutions, underscoring its refusal to exert guardianship over Morocco or to receive lessons from any party, regardless of the level of relations that bind it to the Kingdom.

The Moroccan Parliament, with all its components and political spectrum, expresses its disappointment at the negative attitude and the non-constructive role played during the discussions in the European Parliament and the consultations on the draft recommendation, by some political groups belonging to a country that is a historical partner of Morocco. It regrets those attitudes and practices that have nothing to do with the loyalty and sincerity that partnership requires.

"The Parliament of the Kingdom of Morocco does not need to reaffirm their adherence to human rights as they are internationally recognized," says the same source, adding that Morocco is thus distinguished in its regional environment by the dynamism of its civil society, the vitality of its media arena, the credibility of its independent institutions and effective mechanisms in the field of the rights of individuals and groups, as well as its active commitment to relevant international conventions, in addition to its commitment to further consolidate and strengthen the rule of law and institutions, within the framework of political pluralism and freedom of opinion and expression.

The statement underlines that the 60-year old Moroccan Parliament guarantees rights and freedoms and the means for their full exercise. It exercises legislative power, votes on laws, monitors government work and evaluates public policies, including the fundamental rights and freedoms stipulated in the Kingdom’s 2011 Constitution, mainly the protection and advancement of the human rights and their contribution to their development while taking into account the universal nature and their indivisibility of those rights.

The Moroccan Parliament is a key player in many regional and international parliamentary, organizations and enjoys membership within these entities, says the same source, adding that no partner organization has ever transcended its competencies, dared to attack a friendly country and its institutions, or interfered in its internal affairs. Rather, it is committed to respecting sovereignty and fostering mutual institutional trust.

“The Moroccan Parliament is a venue for multidimensional dialogue. It has hosted many international, continental and regional conferences and public and thematic meetings, centered on current issues such as combating terrorism, defending peace and democracy, immigration, human rights, environment, and the integration of Youth in development, equality between men and women, etc,” recalls the statement.

Moreover, the Moroccan Parliament rejects exploiting and politicizing cases falling within the criminal judiciary authority, and in respect of which judicial rulings have been issued on charges that are not at all related to any journalistic activity or the exercise of freedom of opinion and expression.

These cases, according to the statement, are rather related to crimes such as human trafficking, sexual assault and exploitation of persons’ vulnerability, acts that are punishable by the laws of different countries in the world.

In this regard, the Moroccan parliament stresses the need to respect the sanctity and independence of the Moroccan judiciary, which has always been keen to provide the conditions and requirements for a fair trial.

The Moroccan Parliament considers that the European Parliament's resolution jeopardizes the capital of trust and cooperation between the Moroccan and European parliaments and the progress accumulated over decades of joint work, at a time when we were all looking forward to new and promising horizons for greater efficiency and coordination between the two institutions for the common good and interest of our countries.

The statement says that the European Parliament’s resolution deliberately ignores the institutional mechanisms for dialogue and coordination, which was established specifically to be a platform for comprehensive and frank dialogue within the spirit of partnership and mutual respect.

“This violates the contents and decisions of the bilateral and multilateral meetings and the tireless efforts carried out by the Parliamentary Joint Parliamentary Committee Morocco-European Union, is currently doing since its inception in October 2010, which concretely enshrined the parliamentary dimension of the partnership between Morocco and the European Union and played an important role in strengthening and institutionalizing relations between Moroccan and European MPs,” explains the same source.

In this sense, the Moroccan Parliament calls upon the European political forces to show wisdom and discernment, and to reject any deliberate confusion between human rights that are protected in Morocco by the constitution, laws and institutions on the one hand, and the victimhood claims advanced by some parties on the other hand.
