  • Sport : Africa Cup of Nations 2023: Morocco Qualified for Final Phase

    The two teams thus get their first points, while Morocco leads the group with 6 units.

    The Moroccan team had beaten South Africa (2-1) and Liberia (2-0), in the two previous games of this group which has only three teams.

    South Africa and Liberia will meet on Tuesday in Monrovia.

    The Moroccan team will play two other matches for this group, the first away to South Africa on June 12 and the second at home against Liberia on September 4.

  • General : Sustainable Water Management: Morocco, The Netherlands Sign MoU in New York

    This memorandum was signed by the Minister of Equipment and Water Nizar Baraka and the Dutch Minister of Infrastructure and Water Management Mark Harbers, on the sidelines of the United Nations Water Conference (22-24 March).

    Considering the existing ties of friendship between the two countries and wishing to strengthen them further, the two parties undertake, under the memorandum, to develop bilateral cooperation in the field of water resources on the basis of the principles of equal rights, equity, respect for sovereignty and mutual benefit.

    Under this agreement, the two countries intend to cooperate in the areas of water supply, collection and reclamation of rainwater, seawater desalination , demineralization of brackish water, treatment and reuse of treated wastewater, as well as the efficient water use.

    Cooperation between the two parties will also focus on remote management of groundwater and water resources, reduction of water use in the context of industry, domestic consumption, climate-smart agriculture and horticulture, flood protection and governance.

    The collection and management of information to support decision making and for national, regional and global statistical purposes are also among the goals of the memorandum.

    Both countries agree that cooperation will be carried out through technical assistance, exchange of information and documentation, organization of training and capacity building sessions, participation in specialized international fairs and conferences organized in Morocco and the Netherlands, in addition to the transfer of technologies in the field of water.

    The signatories agree on creating a technical committee for the development and planning of action plans, in accordance with the areas of cooperation set out in the memorandum.

    Baraka leads the Moroccan delegation to the UN Water Conference, which is dedicated this year to the mid-term review of the implementation of the goals of the Water Action Decade 2018-2028, proclaimed by the UN General Assembly in December 2016.

    On the sidelines of this conference, the Minister held a series of meetings with heads of delegation including the Netherlands, Spain, Portugal, Mali, Guinea, Chad, Senegal, Madagascar, Egypt, Kuwait and the United Arab Emirates.

  • General : UN: Morocco Committed to Water Security in Arab World - Minister

    Speaking at a side event organized by the League of Arab States on the sidelines of the UN Water Conference (22-24 March), Baraka said that in Morocco, water management and climate change impacts are a national priority, reiterated in the speeches of HM King Mohammed VI.

    He noted that the Sovereign has given His high guidance to continue efforts to mobilize conventional and non-conventional water resources, including through the desalination of seawater and the reuse of treated wastewater.

    During this meeting on "the common commitment in the Arab region to accelerate the achievement of water security for sustainable development", the Minister also said that Morocco, as part of its national energy strategy, plans to develop the production of hydroelectric power as renewable energy.

    The goal is to reach 14% of the renewable energy production mix, which represents 52% of total energy production by 2030, he said, noting that the Arab region has a strong potential to develop solar and wind energy.

    Baraka leads the Moroccan delegation to the UN Water Conference, which is dedicated this year to the mid-term review of the implementation of the goals of the Water Action Decade 2018-2028, proclaimed by the UN General Assembly in December 2016.

    During the plenary session of the conference, the Minister highlighted the main lines of Morocco's strategy for integrated water resources management. He stressed that the Kingdom, under the leadership of His Majesty King Mohammed VI, has succeeded through its national policy to meet its water needs, thanks in particular to the infrastructure upgrading.

  • Economy : Morocco Adopted 'Wise' Approach to Current Global Economic Situation - WB Expert

    Diaz Cassou, who presented the WB's economic monitoring report on Morocco, 2022-2023 Winter edition, under the title "Morocco facing shocks", said that the Kingdom has "raised the interest rate twice since September 2022, by a total of 100 basis points."

    Morocco's optimal monetary policy response will depend on the persistence of price pressures and the inflation forecasts’ evolution, he said, noting that "in such a complex context, the authorities may consider complementing anti-inflationary measures by introducing structural policies aimed at easing supply constraints.

    "Such measures could include initiatives or actions to address existing bottlenecks in food markets, where the wide gap between producer and retail prices is not always justified by the value added created in the supply chain," he stressed.

    The report, released on February 14, 2023, said Morocco's economic growth is expected to accelerate to 3.1 percent in 2023, thanks to a rebound in the primary sector, noting that real GDP growth has fallen from 7.9 percent in 2021 to an estimated 1.2 percent in 2022, while the current account deficit has increased from 2.3 percent to 4.1 percent of GDP.

  • General : 'Ramadan 1444' Operation Embodies Values of Solidarity, Mutual Aid for People in Vulnerable Situations - Official

    The "Ramadan 1444" operation is an annual event organized by the Foundation for 24 years on the occasion of the advent of this blessed month, thus embodying the values of solidarity and mutual aid carried by His Majesty the King in favor of people in vulnerable situations, she explained in a statement to the press on the occasion of the launch, Friday, of this solidarity operation.

    It is characterized this year by the increase in the number of beneficiaries, which rose from 600,000 households in the previous edition to one million households, nearly 5 million people, she added, noting that the composition of food aid has also been enriched by new products with high consumption during the holy month of Ramadan.

    The national operation of food support has, since its inception in 1998, mobilized a total budget of nearly 2 billion dirhams, with a number of beneficiary families that has increased from 34,100 in 1998 to one million this year.

  • Regional : El Jadida: Five Individuals Arrested for Drug Possession, Trafficking

    Four defendants were arrested during operations conducted simultaneously in several douars (small villages) under the rural municipalities of "Mkaress" and "Khmiss Mtouh" near the city of El Jadida, said the same source, noting that these operations resulted in the seizure of 270 kg of cannabis stems, 2800 g of cannabis resin (locally known as chira), as well as 160 g of pure cocaine.

    The searches, conducted in this case, have also allowed to seize a shotgun and cartridges, two cars and several national and foreign license plates, whose legal references and origin are being verified, in addition to a batch of cell phones, weapons and money suspected of coming from the sale of these drugs and alcoholic beverages, the same source added.

    The fifth defendant, arrested in the rural town of "Khmiss Mtouh", is suspected of preparing a workshop for brandy distillation, the same source said, adding that it was also seized three tons of this substance for sale, in addition to equipment and gas cylinders used in this criminal activity.

    The accused have been placed in custody for the purposes of the judicial investigation conducted under the supervision of the prosecutor's office in order to reveal the ins and outs of this case, and to determine all the criminal acts they are accused, according to the same source.

  • Social : Ramadan 1444 Operation: Sharing and Solidarity as Every Year 

    This operation, which blows its 24th candle this year, has become over time an annual occasion that has taken a significant place in Morocco as a major event aimed primarily at anchoring the action of solidarity as a behavior and culture, but also to mitigate the financial burden on the poor during this blessed month.

    It is an action of generosity, which, like the previous operations, consists in bringing an endowment of food products to people living in precarious situations, especially widows, the elderly and people with disabilities.

    This year, the Ramadan operation, which mobilized 390 million dirhams, is distinguished by the increase, in accordance with the High Royal Instructions, of the number of beneficiaries, but also of the number of products that compose this food aid.

    Indeed, they are one million households, or about 5 million people, living in 83 provinces and prefectures of the Kingdom, which will benefit from the "Ramadan 1444" operation, against 600,000 households in the previous edition.

    These people, 77% of whom live in rural areas, will also benefit this year from a food aid whose composition has been enriched by new products, including rice and milk.

    It now includes nine products: 10 kg of flour, 5 liters of cooking oil, 4 kg of sugar, 1 kg of lentils, 1 kg of vermicelli, 850 gr of tomato paste, 850 gr of tea, 6 liters of UHT milk and 5 kg of rice.

    Initiated by the Mohammed V Foundation for Solidarity, this operation is part of a medical-humanitarian program, which covers a broad spectrum of commitments, including the improvement of health services for the benefit of poor and isolated populations, food support, socio-medical support, field support and emergency humanitarian assistance.

    This humanitarian program based on the principles of mutual aid, mobilization and proximity, includes, in addition to Operation Ramadan, the organization of mobile medical caravans, the reception of Moroccans residing abroad (Operation Marhaba), as well as the assistance of households from isolated villages and mountainous areas "Operation Cold Weather".

    The implementation of this operation, initiated in partnership with the Ministry of Interior and the Ministry of Endowment and Islamic Affairs, is strictly monitored by two operational committees, one local and the other provincial, which monitor the supply of distribution centers, the identification of beneficiaries and the distribution of foodstuffs in the field.

    Similarly, quality and performance controls are carried out upstream of the operation via the quality control of food products carried out by the National Office of Food Safety.

    The Professional Grouping of Banks in Morocco and the General Treasury of the Kingdom also assist the Foundation by contributing to the control of the operation's financial aspects.

    The Mohammed V Foundation for Solidarity, under the impetus of His Majesty King Mohammed VI, is multiplying its initiatives to fight against all forms of precariousness and poverty, being aware that a global development cannot be achieved while some segments of society do not enjoy the conditions of a dignified life.

  • Regional : Morocco Logs 37 New COVID-19 Cases over Past Week

    Concerning vaccination, the Ministry revealed that 24,921,923 people have received at least one shot, 23,423,613 have received the second dose. Of these, 6,882,583 people have received the third injection and 60,658 had four doses.

    The weekly bulletin brings the total number of infections, since the first case was reported, to 1,272,622, the weekly positivity rate standing at 2.7%.

    This week's new infections were reported in the regions of Rabat-Salé-Kenitra (17), Casablanca-Settat (10), Fez-Meknes (4), Souss-Massa (3), Marrakech-Safi (2) and Guelmim-Oued Noun (1).

    The total number of deaths remains at 16,296, as no cases were recorded last week.

    The number of active cases has decreased to 49, with no severe or critical cases having been recorded in the past seven days.

  • General : Morocco Puts Premium on Water Sector in Palestine – Minister Baraka

    The Moroccan minister's statements were uttered during a side event on the role of Arab cooperation in supporting the water sector in the State of Palestine, organized on the sidelines of the UN Water Conference (22-24 March).

    On this occasion, Baraka said that HM King Mohammed VI has given His High Guidance for the implementation of the Memorandum of Understanding on strengthening cooperation between Morocco and Palestine in the field of water resources, signed in 2015.

    This cooperation also concerns the management of water resources and the development of the exchange of expertise between the two parties and the establishment of a mutually beneficial cooperation in the short, medium and long term.

    The minister noted that it is time to implement this memorandum through an action plan to be signed between the two countries. On Wednesday, Baraka held talks with the President of the Palestinian Water Authority, Mazen Ghunaim, focusing on this action plan.

    Referring to sustainable development in the Arab region, the Minister stressed Morocco's desire to strengthen joint cooperation through the exchange of expertise and the development of national capacities in the management of water resources.

    Baraka is leading the Moroccan delegation to this international conference, which focuses on the mid-term review of the implementation of the goals of the Decade of Action for Water 2018-2028, proclaimed by the UN General Assembly in December 2016.

    During the plenary session of the conference, the Minister presented the strategy implemented by Morocco in the field of integrated water resources management.

    In particular, he stressed that Morocco, under the leadership of His Majesty King Mohammed VI, has been able to meet its water needs through its national policy, thanks in particular to the development of infrastructure.

HM the King Addresses Speech to 1st China-Arab Summit Held in Saudi Arabia (Full Text)

Riyadh - His Majesty King Mohammed VI, may God assist Him, addressed, on Friday, a speech to the 1st China-Arab Summit held in Riyadh, Saudi Arabia.

Here follows the full text of HM the King's speech, which was read by Head of Government Aziz Akhannouch.

 

"Praise be to God,

May peace and blessings be upon the Prophet, His Kith and Kin

 

My Dearest Brother, the Honorable Custodian of the Two Holy Mosques, King Salman bin Abdul Aziz Al Saud,

My Great Friend, Your Excellency Mr. Xi Jinping, President of the People's Republic of China,

Ladies and Gentlemen,

 

I should like, first of all, to extend to my dearest brother, the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud – may God protect him - and through him to my dear brother His Royal Highness Crown Prince Mohammed bin Salman and to the people of our sister nation, Saudi Arabia, my sincere thanks and appreciation for hosting this first Arab-China Summit, and for the measures taken to ensure its success. I also wish to thank His Excellency Xi Jinping, President of the People's Republic of China, for co-chairing the Summit.

I also wish to express my appreciation to His Excellency Mr. Ahmed Aboul Gheit, Secretary General of the League of Arab States, for the commendable work done by the League in preparation for the Summit.

I wish to take this opportunity to reiterate my congratulations to the Chinese people on the success of the Twentieth Congress of the Communist Party of China. I also extend my most sincere congratulations to my great friend, His Excellency President Xi Jinping, on his election, for a third time, at the head of the party. This clearly reflects the continued trust of the Chinese people and of the leadership of the Chinese Communist Party. I also laud the position of the Congress regarding China’s relations with the Arab world.

This is a pivotal moment in Arab-China cooperation relations. This first Arab-China Summit is a historic event and a watershed in the ties between the two sides. It offers a suitable opportunity to add yet another building block to the solid edifice of the longstanding relations between the Arab world and China.

The Summit gives us a chance to explore future prospects for the establishment of a special partnership that would hold a prominent place in the Arab region’s relations with its various partners – be they countries, groupings, or regional or continental organizations. Over and beyond that, the Summit is an opportunity to recall the cultural dimensions and the historical ties based on an intricate combination of human relations, fruitful cultural interaction, and positive mutual influence dating back to the ancient Silk Road.

These time-honored relations, which were developed through cultural exchanges and interactions can be traced back to time immemorial. Not only do these ties link the past to the present, but they also allow us, today, to look forward to innovative, continuous cooperation. And perhaps one of the most promising prospects of that relationship is the current Arab-China cooperation within the framework of the Belt and Road Initiative.

This Summit is taking place in an international context fraught with the crises caused by the Corona pandemic as well as the critical geostrategic developments affecting the world, which include a number of upheavals, hotbeds of tension and armed conflicts. These developments and events directly impact our Arab region, our partner, China, and countries around the world. As a result, our strategic partnership is especially important, given that it offers possibilities to overcome the repercussions of these multifaceted challenges.

The cooperation, in the health sector, between China and Arab countries during the pandemic - which in some cases, as with the Kingdom of Morocco, developed into an institutional, scientific and industrial partnership, especially in the area of vaccines - is clear testimony to the importance and relevance of the close cooperation uniting us.

I note, with deep satisfaction, how keen the People's Republic of China has been to promote security and stability in the Arab region, and to  support Arab countries in their efforts to tackle current crises and mitigate their impacts. In this regard, China has been leveraging its diplomatic wisdom and insight to bridge gaps and make dialogue prevail in order to overcome the turmoil and instability from which some Arab sister countries have been suffering.

I should like to point out, in this regard, that the challenges which the countries of the Arab region are currently facing, and which threaten their security and stability, are sometimes due, regrettably, to the policies and behaviors of some Arab countries towards other Arab nations. With that in mind, it must be emphasized that this situation, which is fraught with peril, cannot be successfully addressed without compliance with the principles of good neighborliness, respect for the national sovereignty and territorial integrity of states, and non-interference in their internal affairs.

On a different level, China's firm support for the just Palestinian cause is a precious international asset that can be conducive to a just and lasting solution to this question, in keeping with the relevant international legitimacy resolutions, foremost of which are those relating to al-Quds al-Sharif.

As Chairman of the al-Quds Committee, I cannot but express my deep appreciation for China's unremitting support for the preservation of the legal and historical status of the Holy City and its rejection of any unilateral decisions that would undermine efforts to revive the peace process, remove the case of the city of al-Quds from the negotiating table, and dissociate it from the other final-status issues.

Such actions would increase tensions and complicate matters at a time when we – together with other peace-loving parties – are seeking to bring about the right conditions to make the peace option prevail and ensure that the Palestinians and Israeli sides go back to the negotiating table.

Arab-Chinese relations are diverse. They have been growing at political, economic, commercial, cultural and human levels. They offer great potential, which should be optimally leveraged. This would contribute to fulfilling the aspirations of the Arab world in terms of real economic take-off and scientific and technological progress, building, to that end, on development projects, infrastructure and logistical support, human development and the transfer of technology.

Nevertheless, and although China is the first economic partner of Arab countries, and in spite of the fact that trade between the two sides has grown significantly in terms of volume, diversity and intensity – standing at about $240bn in 2020 -  achievements still fall short of the growth potential. There is also a significant deficit in terms of Arab exports to China, with the exception of oil and gas. This means we have to work together to promote and diversify Arab exports, making them the driving force for the development of Arab industrial, agricultural and service sectors.

Moreover, the number of Chinese tourists visiting Arab countries is still inferior to that of Arab tourists visiting the Republic of China. I therefore call for measures to increase tourist flows in both directions in order to achieve our aspirations, namely closer relations and greater interaction between the Arab and Chinese peoples.

One of the pillars of the Kingdom of Morocco’s foreign policy is the promotion of South-South cooperation, the diversification of partners and the opening-up to regional groupings. Indeed, the Kingdom has relations rooted in friendship, solidarity and fruitful cooperation with many such groupings, especially those of the countries of the South.

In this regard, I would like to say how deeply satisfied I am with the solid, longstanding friendship between Morocco and China. I commend our fruitful cooperation in various sectors, as well as our constructive coordination and consultation on various issues of common concern. I also know that both countries share a sincere, common desire to further expand their relationship.

With that in mind, I wish to stress the Kingdom of Morocco's endorsement of the One-China policy as a basis for the relations between the two friendly nations. Our support for the initiatives put forward by China, such as the “Group of Friends of the Global Development Initiative”, reflects the extent of the close cooperation between our two countries. Morocco is also keen to press ahead with the consolidation of the "strategic partnership" between the two nations, concluded in May 2016, and the "Memorandum of Understanding on the Belt and Road Initiative". More generally, we look forward to broadening our bilateral cooperation to include new, promising, value-added sectors, and to take the relationship between the Kingdom of Morocco and our friend, the Republic of China, to a new level.

As is the case in the cooperation forums which bring together the Arab region with groupings and other countries, the Kingdom of Morocco has taken part, in a constructive, responsible way, in all the numerous, fruitful meetings and activities organized within the framework of the China-Arab States Cooperation Forum. It has contributed to the endorsement and success of the important initiatives developed within that framework, in line with a belief in the need for, and the pertinence of, the consolidation of the strategic partnership between China and Arab countries. Today, the Kingdom of Morocco is reaffirming its readiness to contribute effectively to taking this strategic partnership to a new level in all sectors, while remaining committed to the just, legitimate causes of Arab countries. The aim is to help bring about a more equitable and balanced global political and economic system, making sure the sovereignty and territorial integrity of states as well as non-interference in their affairs are respected in full.

In this regard, the Kingdom of Morocco commends the Arab-China initiatives that will be adopted by the Summit. It is ready to contribute effectively to the recommendations to be included in the "Riyadh Declaration". The goal is to further promote the Arab-China strategic partnership and lay solid foundations for building a common future in which inter-state cooperation is guaranteed, investment is promoted, the economy is boosted and its performance is improved. I also hope this strategic partnership will lead to the betterment of the conditions of Arab people and enable us to be part and parcel of the knowledge and communication-based society.

I should like to take this opportunity to say how much I value the close bonds between the Kingdom of Morocco and the Kingdom of Saudi Arabia, as well as the depth of our relationship. I commend the model partnership between the two sister nations - a partnership rooted in  constructive consultation, active solidarity and fruitful cooperation in all strategic sectors.

I also value the sincere fraternal bonds and mutual esteem between our two Royal families as well as the cordial relations and friendship between the Moroccan and Saudi peoples.

 

Before concluding, I would like to renew my sincere thanks to the leadership, government and people of the Kingdom of Saudi Arabia for their warm welcome and for all they have done to organize this Summit and make it a success. The aim is to achieve what we all look forward to in terms of consolidating the foundations of a true partnership that promotes peace and stability and leads to progress and shared prosperity.
