In an article published as part of the collective work entitled "The monarchical Institution and the political and constitutional reform", Tammame, also a doctoral researcher at the Faculty of Legal and Political Sciences in Mohammedia, stressed that if the modernization that marked the content of MAP was palpable mainly after the year 2011, the new model of the Agency will be more prominent after the entry into force, in April 2018, of the law 02-15.
This law, he added, has given the Agency new missions that predestine it to become the central focus of the "public pole", also composed of SNRT and SOREAD-2M.
In this regard, he explained that the expression "public pole" that researchers, journalists and actors, all walks of life, including the Court of Auditors, used to use to refer only to the national companies of audio-visual communication (SNRT and 2M) without mentioning MAP, has no basis in the Moroccan legislation in force relating to the media. "It is an inaccurate description if it does not also include the Agency," he stressed.
The academic researcher also noted that among the main missions reflecting the willingness of the legislator to modernize the functions performed by the Agency in the service of the State, to accompany technological development and strengthen its competitiveness in terms of information and communication, it is necessary to cite paragraph 2 of Article 4 of the said law, which stipulates that the Agency is entitled to offer a transmission service by satellite, and by means of any process similar to this technique, adding that this mission was immediately translated into reality, through the launch of the continuous news channel "M24" and the Moroccan information radio "RIM Radio" on the web.
Recalling the legislation governing MAP, the researcher said it was, until 2018, the oldest of the legal arsenal regulating public media, adding that it has not been amended since 1977 despite the modernization of the content of the Agency, whether quantitatively, in terms of the number of news articles, or qualitatively in terms of journalistic genres, in addition to the remarkable opening of the Agency on its external environment, thanks to the nature of the activities that MAP performs from now on with the assistance of media and societal partners of various horizons, without forgetting the clear improvement of the electronic portal of the Agency and the reinforcement of its presence on the publishing market, through publications in the form of books.
