In a letter of orientation on the occasion of this anniversary, Hammouchi stressed that this date comes this year after the holy month of Ramadan, the joy of Eid Al Fitr and the benefits of the month of Shawal, giving the festivities a religious dimension, marked by loyalty, sincerity and steadfastness of the National Pact in the service of constant values, sacred values and constitutional institutions of the Nation.
On this happy occasion, imbued with sincere nationalism, Hammouchi prayed God to preserve the entire family of the National Security and to grant success to its elements, active or retired, and their family members, for the good of the Homeland and citizens, under the enlightened leadership of HM the King.
This commemoration also comes in a context marked by the maintenance in force of the State of Health Emergency, and in light of the adherence of the services of the National Security to the public effort to mitigate the impact and effects of the pandemic, "which requires us to respect the preventive measures, in order to stem the spread of the virus," he added.
According to Hammouchi, the celebration of DGSN creation goes far beyond the dimensions of commemorating an anniversary or the link between a glorious history and a promising future, but is an annual opportunity to make a self-assessment of achievements in the service of security issues of the Homeland and citizens, to explore future projects, meet the challenges and overcome the constraints.
During the last year, he said, the DGNS has ensured the continuation of the effort to support the mechanisms of repression of crime and strengthening the preventive dimension of the police, through the generalization of anti-gang brigades and regional brigades of artificers at several commands.
The steering and coordination room at the police headquarters in Casablanca has also been set up and the police laboratories have been improved in order to put digital sciences and techniques as well as new technologies at the service of justice and criminal investigations.
Hammouchi then stressed that the services of the DGSN have made great strides in the establishment and consolidation of "digital identity", which is part of the foundations of the digital transition desired by Morocco.
In this regard, he said that the police services have opened up to several institutional partners and workers of the professions, in order to allow them to benefit from the services of the electronic national identity card, which has a positive impact on the citizen whether to establish proof of identity at a distance or to ensure the security of transactions and documents.
The DGNS has also made sure that the promotion of grade is a regular mechanism taking place annually at a specific date, to ensure professional promotion on the basis of evaluation criteria and objective scoring, while preserving the internal and external professional competitions of all forms of fraud, so as to enshrine the competence and merit as conditions for access to the security function and have the honor to serve the security of citizens, said Hammouchi.
"These are just a few examples of what has been achieved and what we are committed to materialize in the near future, whether at the level of the development of mechanisms of action and modernization of working methods or the promotion of the social situation of civil servants, in order to ensure an integrated professional and social climate, allowing them to fulfill their noble missions vis-à-vis the Homeland and the citizen," he noted.
On the other hand, the Director General of the DGNS said that the moralization of the security institution "is not a mere slogan of circumstance, and is not translated into isolated measures and initiatives, but is well and truly established as a mode of sustainable governance and immutable and systematic institutional choice, in close correlation with the strong desire of the State to link responsibility to accountability and to put an end to all crimes of financial corruption.
On this basis, the DGNS is committed, with unwavering determination, to continue the measures of auditing, verification and investigation of all possible irregularities, and about all the denunciations related to financial corruption, he stressed, noting that the DGNS is convinced that governance, moralization and responsibility-accountability correlation are the most effective and the best ways to develop the public service of the police and equip it with the capacity to meet the accelerated security challenges.
After highlighting the link between the action of the DGSN and that of the institutions guarantors of the rights and freedoms of the citizens, after the legislator conferred to its civil servants new prerogatives which govern several freedoms within the framework of the law like the police custody, the house searches, the seizure of the goods and the assets resulting from criminal acts, the interception of communications, Hammouchi said that the DGSN ensured the protection of its measures by a series of formalities and guarantees in addition to those provided by law to ensure their implementation within the law and away from any abuse.
Hammouchi added in this regard that the enshrining of the culture of human rights within the security function is not limited only to "the humanization of preventive measures provided by law", but also through the training of police officers and education on human rights, so that members of this body can take ownership of this culture to serve the citizen and apply a healthy and rigorous law without failures or excesses.
He noted in this context that the DGNS remains committed to defending police officers and activate the mechanisms of the principle of protection of the State, against all physical and verbal attacks they suffer during the performance of their duties, provided that their interventions are within the framework of what is permitted by law.
Hammouchi called on all security officials, whether at the central or regional level, to ensure the functions of supervision, management and guidance, and to open channels of communication with agents working under their authority to help them overcome all problems and challenges related to the exercise of their function.
On the other hand, Hammouchi said that the DGSN aspires to implement a number of structural projects with a multitude of objectives and purposes. "These projects aim to develop the IT infrastructure of security services, modernize the mechanisms of criminal investigation and improve police training, which will be reflected in the efficiency and quality of security services provided to citizens.
"The services of the National Security rely on its human resources and their skills, to implement these projects and ambitious plans, since qualified human element in terms of knowledge and practices who is well supervised by the direct hierarchy, remains the cornerstone of any policy related to public security," added the Director General of National Security.
In addition, according to Hammouchi, the DGNS works to develop and diversify its communication approaches, and to strengthen its openness to the societal and institutional environment, given the fact that communication is an essential prelude to establish transparency and strengthen the police-community relationship. It is also a solid pillar for informing and dispelling fake news and rumors, which have become a serious threat as part of the challenges arising from the new generations of unconventional warfare.
He also reiterated his thanks and consideration to all members of the DGSN, for their efforts and self-sacrifice as well as their commendable services, highly praising their professional spirit and sincere dedication, urging them to persevere on this path in the service of the security of the Homeland and its citizens, armed with the light of knowledge, the force of law and the culture of human rights.
