In an article published under the title "Morocco's Sustained Diplomatic Efforts for the Settlement of the Libyan Crisis", the Slovenian Institute noted that Morocco has remained a neutral mediator for the Libyan stakeholders, adding that the role of Morocco's to moderate divergences has continued after the entry into force of the Skhirat agreement, in particular after the decision of the Security Council to recognize the agreement as the only legal framework to end the Libyan crisis.
The author of the article, Faiza Koubi, researcher in international relations at the Mohammed V University in Rabat, stressed that the regular meetings of the heads of the two legislative bodies of Libya in Morocco reflect the genuine will of Libyans to work with a partner able to provide them with unconditional support.
She noted that Moroccan diplomacy stood out through its commitment to a peaceful Libyan-Libyan solution through the mobilization of the official channels and parliamentary diplomacy which contributed to strengthening the Moroccan neutral policy and active neutrality towards Libya.
The frequent visits by the Libyan stakeholders to Morocco testify to their readiness to return to the negotiating table, after the weariness triggered by the persistence of the confrontation, she continued, noting that this explains the two simultaneous declarations of cease-fire by the Government of National Union and the Parliament of Tobruk.
Since the conclusion of the Skhirat agreement and its adoption by the international community, Morocco has continued to work to support the implementation of this agreement and ensure respect for international legitimacy, Ms. Koubi pointed out.
She recalled that there have been seven conferences on Libya since the conclusion of the Skhirat agreement, particularly in Paris, Palermo, Moscow and Berlin and at each meeting, host countries were acting in a spirit of competition instead of capitalizing on previous meetings.
The Skhirat agreement is the reference for all Security Council resolutions on the Libyan crisis, the researcher pointed out in this regard.
