  • Social : National Federation of Moroccan Scouting Participates in Arab-International Scouting Forum in Kuwait

    Hosted by the Kuwait Boy Scout Association and organized by the Arab Scout Organization in cooperation with the Arab Planning Institute, the forum brought together more than 100 young men and women from Arab, African and European countries.

    The forum featured workshops covering several areas, such as digital transformation, artificial intelligence and personal development planning.

    On the sidelines of the forum, the presidents of Arab Scout associations and the general secretaries held a meeting, during which the importance of supporting and empowering young people was highlighted.

    The meeting reviewed the achievements of the Arab Scouting Organization from December 2022 to August 2023, in addition to a video showing the activities of the National Federation of Moroccan Scouting during the earthquake that struck Morocco.

    The forum was also marked by a meeting of the Arab Scouting Committee with the heads of the technical subcommittees of scouting, during which emphasis was on the important role of these committees in strengthening Arab scouting and the development of its tools by supporting the tripartite plans of scouting in the Arab region and helping Arab Committee to develop their activities, in addition to supporting young people and equipping them with the necessary means to fulfill their role in serving themselves and their societies.

  • Politics : Parliament Calls for Building on Moroccan Experience to Promote Tolerant Islam Values

    At an online meeting of the Speakers of the member parliaments of the Parliamentary Union of the OIC Member States, first vice-Speaker of the House of Representatives, Mohamed Sabbari, underlined the need to raise awareness about the dangers of "Islamophobia", in the recommendations presented on behalf of the Moroccan Parliament during this meeting devoted to the themes of "the repeated burning of the Holy Koran" and "climate change: its repercussions and Islamic solidarity to face it".

    Sabbari also highlighted the need to promote dialogue and coexistence between different religions, communities and cultures, by raising awareness about the dangers of hate speech and "Islamophobia".

    In this regard, he recalled that the United Nations General Assembly unanimously adopted, last July, the resolution presented by Morocco against the burning of the Holy Quran and hate speech, stressing that this resolution strongly deplores all acts of violence perpetrated against people based on their religion or beliefs, as well as all those targeting their religious symbols or Holy Books.

  • Politics : Al Haouz Earthquake: Government to Deploy All Resources in Swift Reconstruction Phase (Govt Head)

    Akhannouch, who chaired the 4th meeting of the Interministerial Commission in charge of deploying an emergency program to rehabilitate and help rebuild homes destroyed in the Al Haouz earthquake, stressed that the implementation of these projects will be financed through the special solidarity bank account for managing the effects of the earthquake, created on Royal High Instructions, according to a press release by the Head of Government's Department.

    A series of meetings will be held over the next few days to coordinate efforts and finalize the vision for the implementation of development projects in the affected areas, he said, assuring that the government's momentum continues for the reconstruction of housing and the rehabilitation of damaged infrastructure and for the strengthening of social and economic development in these areas, said the statement.

    The meeting, which provided an opportunity to take stock of progress in the implementation of projects under the integrated, multi-sector emergency program that has been the subject of High Royal Directives, also addressed the project to set up a dedicated agency to ensure optimal implementation of this program, whose main mission will be to monitor the effective deployment of reconstruction and rehabilitation projects, as well as planned investments in disaster-stricken areas, according to the same source.

    The 4th meeting was attended by the Minister of the Interior, Abdelouafi Laftit, the Minister of Endowments and Islamic Affairs, Ahmed Toufik, the Minister of Economy and Finance, Nadia Fettah, the Minister of Equipment and Water, Nizar Baraka, the Minister of National Education, Preschool and Sports, Chakib Benmoussa, the Minister of Health and Social Protection, Khalid Ait Taleb, the Minister of Town and Country Planning, Urban Development, Housing and Urban Policy, Fatima Ezzahra El Mansouri, the Minister of Agriculture, Maritime Fishing, Rural Development and Water and Forests, Mohamed Sadiki and the Minister of Tourism, Handicrafts and the Social and Solidarity Economy, Fatima Zahra Ammor.

    The meeting was also attended by Leila Benali, Minister of Energy Transition and Sustainable Development, Mohammed Mehdi Bensaid, Minister of Youth, Culture and Communication, Aawatif Hayar, Minister of Solidarity, Social Integration and the Family, Fouzi Lekjaa, Minister Delegate in charge of the Budget, the Minister Delegate for Relations with Parliament, Government Spokesman, Radouane Arrach, Secretary General of the Ministry of Agriculture, Maritime Fisheries, Rural Development and Water and Forests, and Said Layt, Director of Rural Development and Mountain Areas at the Ministry of Agriculture, Maritime Fisheries, Rural Development and Water and Forests.

    "In the next few days, the government will provide answers on the modalities and methods for managing the repercussions of the earthquake, in particular through the presentation of the project for the agency in charge of ensuring the effective implementation of this program", Akhannouch told the press at the end of the fourth meeting of the interministerial commission in charge of deploying an emergency program to rehabilitate and help rebuild housing destroyed in earthquake-stricken areas.

    This agency is an implementation of the projects and investments that have been submitted to HM the King's High appreciation, in order to rehabilitate the areas affected by the natural disaster, said the head of government, who chaired the meeting.

    After noting that the reconstruction operation would begin as soon as possible, Akhannouch noted that the government was working to speed up the preparation of development programs for the region.

    A series of meetings will be held over the next few days to finalize all the concepts linked to the development projects for these areas, so that they can be implemented in the coming weeks, he added.

  • General : African Countries Capable to Fight Traffic Accidents, Says Minister

    "African countries can deal with the phenomenon of traffic accidents in the same way as many other problems," said Abdeljalil at the opening ceremony of the 2nd Kofi Annan Prize for Road Safety, pointing out that several international experiences have proved that it is possible to bring this scourge under control in a concrete way.

    "The lack of road safety should in no way affect the enormous economic and human potential of the African continent, which can be channelled into socio-economic development," he added, noting that pooling efforts to share expertise between African countries and encouraging all initiatives would help to develop and improve the level of road safety on the continent.

    In this context, Abdeljalil indicated that the 2nd edition of this Prize is of capital importance for the participating countries and authorities, as it represents a platform for the exchange of expertise and pioneering experiences at world level, notably between African countries, in the field of road safety management in its institutional and technical aspects.

  • Sport : Kitesurfing Competitions in Dakhla: Participants, Ambassadors of Pearl of the South in the World (Association Lagon Dakhla Pres.)

    This category of sport tourists is attracted to Dakhla by its unique climate, which allows water sports to be practiced all year round, especially its wind, which is prized by surfing enthusiasts, said Ouachi, who was the guest of Sunday's evening news on the "Al Oula" channel.

    The competition, scheduled to run until October 2, brings together 70 internationally renowned athletes, including national champions and top-level participants from the USA, France, Belgium, Brazil, Canada, Spain, Cabo Verde, South Africa and many others.

    Thanks to Dakhla's reputation, the number of tourists is set to triple between 2020 and 2022, she stressed, pointing out that it's impossible to talk about kitesurfing without mentioning this city, which enjoys a significant national and international notoriety.

    Dakhla's prominence is confirmed by the increase in the number of flights to the city, which has risen from two a week when the international competition was first organized 13 years ago, to 28 a week today, which speaks volumes about the popularity of the pearl of southern Morocco, said Ouachi.

    In addition, she underlined that the current edition of this international competition is dedicated to solidarity with the inhabitants of the areas affected by the Al-Haouz earthquake, through a hashtag used by participants and the sports federations concerned, to help promote Morocco as a destination.

  • Economy : Green Hydrogen: Morocco Consolidates its Position as 'Privileged Partner' of EU (Spanish Media)

    « Morocco is in the process of consolidating its position as a privileged partner of the European Union, attracting investment and signing agreements to connect to the future European clean hydrogen market'', noted the Spanish portal in an article under the title ''Morocco's plan to become the new energy power''.

    As a "future power producer" and "regional energy hub", Morocco has already launched its first solar-powered hydrogen production plant, and projects itself as "a future major producer", it noted.

    It added that these projects and its proximity to Europe, which is in the midst of an energy transition, have already put Morocco in the spotlight as a "regional energy hub".

    With green hydrogen, Morocco is opting for "one of the most comprehensive energy strategies in North Africa", stressed EOM.

    In order to place Morocco in the club of countries with high potential in this sector of the future and respond to the multiple projects carried out by investors and world leaders, His Majesty King Mohammed VI gave, in November 2022, His High Instructions to draw up, as soon as possible, an operational and attractive "Morocco Offer" covering the entire value chain of the green hydrogen industry in Morocco, including not only the regulatory and institutional framework, but also the necessary infrastructure.

  • Culture : Morocco Participates in 12th Conference of Ministers of Culture in Islamic World in Doha

    The Kingdom is represented at the meeting, held under the theme "Towards a renewal of cultural action in the Islamic world", by Secretary General of the Ministry of Youth, Culture and Communication (Culture Department), Samira Lamlizi, and Youssef Khiyara and Rachid Mustapha, respectively Director of Heritage and Head of Cooperation at the Ministry of Culture.

    The conference, chaired by Qatar, is meant to contribute to the debate on the renewal of joint cultural action and ways of strengthening and developing cooperation between the countries of the Islamic world.

    The agenda includes several working sessions focusing in particular on the valorization of living human treasures and traditional knowledge in the Islamic world, the development mechanisms of ICESCO's Capitals of Culture in the Islamic World Program, and the strategy to combat illicit trafficking in cultural property.

    The Conference's proceedings will culminate in the adoption of the Doha Declaration on the renewal of cultural action in the Islamic world.

Full Speech of HM the King on COP22 High-Level Segment

Marrakech - HM king Mohammed VI addressed, on Tuesday in Marrakech, a speech on the high-level segment of the 22nd Conference of the Parties (COP 22) to the UN Framework Convention on Climate Change (UNFCCC).

Here follows the full text of the speech:

"Praise be to God

May peace and blessings be upon the Prophet, His Kith and Kin


Your Majesties,

Your Excellencies,

Your Highnesses,

The Honourable Secretary General of the United Nations,

Ladies and Gentlemen,

I am delighted to welcome you to the Kingdom of Morocco, the land of dialogue and coexistence, the crossroads of civilizations, and to greet all of you, who have come to participate in the 22nd session of the Conference of Parties on Climate Change.

The fact that Morocco is organizing this world conference for the second time after the 2001 session, reflects our commitment to approaching international challenges within a multilateral framework.

The fact that the city of Marrakesh is, today, hosting this conference is evidence of the great importance we attach to issues associated with the environment and the climate, as part of the Kingdom’s priorities.

Our country is among the first to have played a part in raising global awareness about climate change. Our initial contribution goes back to when I attended the Rio Earth Summit in 1992, as Crown Prince and as head of the Moroccan delegation.

Today, the Marrakesh Conference is a decisive turning point in the implementation process of the historic Paris Agreement.

The whole of mankind is pinning great hopes on the resolutions to be endorsed. It is expecting more than just a declaration of commitments and principles to curb greenhouse warming and mitigate its effects.

Indeed, humanity is looking forward to decisions which will help save the future of life on earth, and calling for tangible initiatives and practical steps to preserve the rights of coming generations.

Holding this conference in Africa is an incentive for us to give priority to tackling the adverse repercussions of climate change, which are growing worse and worse in the countries of the South and in insular states whose very existence is in jeopardy.

The last fifteen years have witnessed the emergence of a discourse expanding on environmental issues, together with an increase in the number of NGOs involved in environmental advocacy. More importantly, this period has been marked by growing awareness of the importance of preserving the environment.

Notwithstanding the emergence of such positive awareness, are we heading in the right direction? Is this joint course of action getting the necessary coordination and cooperation from all players?

There are major differences among states and regions as far as environment-related culture is concerned. Priorities in industrialized countries, which are said to be advanced nations, are not the same as those in developing countries. There is also a major gap between the two in terms of means and resources.

It may be natural for each party to defend its own interests. However, the decisions that are made and imposed are not always easy for some states to implement.

Therefore, it has become necessary to unify education on environmental issues, and raise awareness about its defining role in preserving the future of mankind.

I should like to stress here that during its tenure, Morocco shall devote its efforts and allocate the financial resources available during this short period to discharging this difficult, noble mission.

Our commitment to addressing the problematic issue of climate change through the implementation of the Paris Agreement, reflects our shared desire to enhance inter-generational solidarity.

Such involvement is a moral necessity and a human obligation. It must be based on the firm belief in the inevitability of our shared destiny, and on genuine North-South solidarity for the sake of human dignity.

Plenty of promises were made at previous conferences. But our conference today is a conference of truth and clarity, a conference for responsibilities to be shouldered before God and History and before our peoples.

Will our conferences and agreements have any meaning if we leave it up to the most fragile segments of population over there, on the islands threatened by outright disappearance and in the fields grappling with the risk of desertification in Africa, Asia and Latin America, to face a destiny fraught with danger?

The environmental issue is a critical problem which must be tackled in the most serious and responsible way.

The era of colonialism is over. The logic of imposing decisions is over. What is at stake is the very existence of man. It is therefore our joint duty to work hand in hand to protect him.

Accordingly, countries must not be pressed from the start into accepting decisions they will be unable to comply with. This is not to say that they reject them. It only means that they do not have the necessary means to implement them.

Wait-and-see attitudes and negligence when addressing climate change and its effects will lead to dire consequences jeopardize security and stability and exacerbate the already expanding hotspots of tension and crises throughout the world.

In the name of our shared destiny and in the name of our  historic  responsibility, I urge all parties to work on translating our commitment to the values of justice and solidarity into actions, by:

• Providing the countries of the South, especially the least developed, as well as insular states, with such urgent financial and technical support as will enhance their capacities and enable them to adapt to climate change;

• Advanced countries honoring their commitments and mobilizing 100 billion dollars at least, by 2020, which was the key to the Paris Agreement;

• All the parties being involved in facilitating the transfer of technology, and working for the development of research and innovation in the field of climate;

• Non-Governmental players, including companies, local communities, NGOs from civil society, giving strong impetus to the Global Climate Action Agenda.

The Kingdom of Morocco has spared no effort to increase its contributions, as part of the international momentum seeking to curb greenhouse warming effects.

Morocco, which was among the first countries to announce their intended Nationally Determined Contributions, has pledged recently to reduce the rate of emissions.

In addition, it has taken concrete steps to ensure that 52% of the national energy supply comes from clean sources by the year 2030.

By the same token, we have proposed a set of initiatives as part of implementing the Paris Agreement, especially with respect to adaptation and financing. These include the initiative for the Adaptation of African Agriculture (AAA).

The outcome of this conference will play a decisive role in determining the fate of the new generation of COPs, which should focus on initiative and action.

Indeed, the Paris Agreement is not an end in itself. Actually, the outcome of the Marrakesh conference will be a true test to gauge the efficiency of the commitments we have made, as well as the credibility of the parties that announced them.

The time has come to redress the situation. We have no alternative but to work to make up for lost time, through continued, comprehensive mobilization and positive harmonization, so that the coming generations may lead an enjoyable and dignified life together.

I should like to conclude by saying once again: “Welcome to Marrakesh, the ochre city”. May Almighty God make this important conference a total success, for the benefit of all mankind.
