  • Regional : Morocco Reports 100 New COVID-19 Cases over Past 24 Hours

    A total of 24,885,632 people have received the first dose of the COVID-19 vaccine, while the number of fully vaccinated people (1st and 2nd doses) has reached 23,377,146, the ministry pointed out in its daily COVID-19 bulletin, noting that 6,725,696 people have received the third dose of the vaccine, while 34,144 people have received the fourth dose.

    According to the same source, the number of COVID-19 cases reported since the start of the outbreak of the virus rose to 1,263,591, while recoveries increased to 1,246,446, i.e. a recovery rate of 98.6%.

    The new COVID-19 cases were recorded in the regions of Casablanca-Settat (32), Rabat-Salé-Kénitra (17), Tangier-Tétouan-Al Hoceima (13), the Oriental (13), Fez-Meknès (08), Marrakech-Safi (07), Souss-Massa (06), Laâyoune-Sakia El Hamra (02), Dakhla-Oued Eddahab (01) and Béni Mellal-Khénifra (01).

    As for coronavirus-related fatalities, they remained at 16,269, with no death reported in the past 24 hours.

    The number of active cases has dropped to 867, while seven severe or critical cases has been reported in the past 24 hours, their total number being at 31.

    Once notified of the incident, the local authorities, the Gendarmerie Royale and the civil protection services rushed to the scene to rescue the three people trapped (aged 52, 44 and 43) but their efforts were unsuccessful.

    The bodies of the three victims who perished inside the well have been recovered.

    An investigation into the tragedy was launched by the relevant authorities under the supervision of the Prosecutor's Office, according to the same source.

  • General : Fez: 26 People Arrested for Alleged Involvement in Several Criminal Acts - Police

    The accused were arrested, in close coordination with the services of the General Directorate of Territorial Surveillance (DGST), during simultaneous security operations carried out in different areas of the city, the National Police (DGSN) pointed out in a statement.

    These operations have allowed the dismantlement of these criminal gangs, according to the same source.

    All the suspects arrested are ex-offenders, some of whom are the subject of a national wanted notice for their involvement in various criminal activities ranging from drug trafficking to violent crimes.

    Search operations have led to the seizure of 8 kilograms of hashish, three cars, and several doses of cocaine, in addition to weapons and money suspected to be the spoils of these criminal activities, the same source said.

    The accused were placed in custody at the disposal of the investigation conducted under the supervision of the prosecutor's office, to identify all the criminal acts imputed to each suspect.

  • General : Four Arrested over Suspicion of Deliberately Starting Fire in Public Forest Area - Police

    The accused, aged between 20 and 30, were arrested as a result of investigations and security operations conducted following the fire that broke out in the "Kodiat Tifour" forest, near the city of M'diq, it pointed out in a statement.

    The investigations showed that the accused were present at the scene of the fire and that they started the fire in this forest area, the DGSN added.

    Investigations are underway to determine whether this act had criminal motives or was a mere accident, according to the same source.

    The suspects were remanded in custody at the disposal of the judicial police's investigation conducted under the supervision of the prosecutor's office to determine the circumstances of this case, the DGSN concluded.

  • Culture : Large Attendance for Imilchil Festival of Moroccans of the World

    This event, organized in partnership with the Council of the Moroccan Community Abroad (CCME) and the Réseau des diasporas solidaires (FORIM), was an opportunity for Moroccan expatriates to discover the projects carried out by the two partner associations in this area of Morocco.

    This edition, attended by the president of the CCME Driss El Yazami, was also an opportunity for the organizers to raise awareness about the potential of Imilchil, a town nestled at 2,200 m altitude in the heart of the High Atlas mountain range in the province of Midelt.

    On this occasion, El Yazami welcomed the organization of this event which he described as "a new proof of the ability of Moroccan associations to establish partnerships for the benefit of the local population."

    El Yazami stressed that dozens of economic projects have been funded in the valley of Imilchil through the partnership between the Akhiam and SENS associations. "This partnership also reflects the effective involvement of the Moroccan diaspora in development projects launched in Morocco," he said.

    For his part, Marghine Lhou, vice president of the Akhiam association and coordinator of the SENS association, said that this festival aims to create strong ties between the Moroccan community abroad and local actors, including local authorities and institutions and partners involved in socio-economic development.

    On the sidelines of this event, a partnership agreement was signed between the Akhiam association and the Council of the territorial community of Imilchil to promote the proper management and maintenance of the drinking water network.

  • Regional : Forest Fire in M'diq-Fnideq: 3 Civil Protection Members Dead, 2 Others Seriously Injured (Local Authorities)

    The injured were transferred to a special care unit in Tangier to receive the necessary treatment, according to the same source.

    This wildfire, which broke out on Monday evening, required the intervention of all authorities and competent services which have mobilized all human resources and logistics to fight the fire, including specialized aircraft Canadair.

    The intervention teams are still working to overcome the flames and prevent them from spreading to densely populated areas, the authorities added.

    The fire destroyed about 90 hectares of forest cover, according to initial estimates.

    Preliminary investigations have led to the arrest of four individuals suspected of having started the fire, said the same source. The suspects were handed over to the judicial police for further investigation, under the supervision of the prosecutor's office, before being referred to justice.

  • World : Does Mar-a-lago Search Bash or Boost Trump's 2024 Presidential Prospects?

    The Federal Bureau of Investigation, for the first time in US history, executed a search warrant of a former president of the United States on August 8.

    Immediately, Republicans unleashed a torrent of criticism, crying foul that the search of the former president, who is now a private citizen, is nothing more than “political persecution” of one of President Biden’s political rivals. Many Republicans, including sitting Congress member Marjorie Taylor Greene, called for the defunding of the FBI itself, with Senators and Congress members likening the FBI to the “gestapo.”

    With the statements of Republican leaders fanning the flames, far-right extremists started calling for “war” and “revolution,” urging Americans to buy ammunition and “lock and load.”

    An armed man in body armor tried to breach the FBI’s Cincinnati office, before leading federal agents on a high-speed car chase ending in him being shot and killed in a standoff.

    Speculation about the basis for the search and what the FBI was looking for abounded on both the right and the left.

    The Biden administration said that it did not know about the search in advance.

    Law enforcement, which does not reveal information regarding searches and seizures to protect the integrity of investigations and preserve the target’s civil rights, remained silent. It was the former president who posted on “Truth Social” Monday evening that his home had been “sieged” by the FBI.

    On Thursday, Attorney General Merrick Garland broke his silence, stating that he had “personally approved” a search warrant signed by a federal magistrate based upon probable cause. He said federal agents had executed a lawful search of Mar-a-lago.

    Garland also announced that the Department of Justice (DOJ) had filed in court a motion to unseal the warrant and the inventory of documents that were seized from Mar-a-lago.

    He emphasized that DOJ investigates wrongdoing “without fear or favor,” vowing once again to pursue facts wherever they lead. “No one is above the law.”

    Trump had the opportunity to weigh in by Friday afternoon, but did not object. The court unsealed both documents on Friday.

    The search warrant cites three statutes for the basis of the search and seizure: (1) removal or destruction of records, (2) obstruction of justice, and (3) the Espionage Act, each of which carries a prison term sentence ranging from up to 3 years to up to 20 years.

    Among the documents sought by the FBI, according to The Washington Post, was classified information relating to nuclear weapons. Trump disputed that claim, calling it a “hoax.”

    In January this year, Trump returned to the government 15 boxes of documents that he had taken with him when he left the White House in January 2021. Some of that material was classified.

    In the spring, DOJ issued a subpoena for additional documents, but Trump did not comply. On June 3, a top FBI official visited Mar-a-lago to resolve the matter.

    On June 8, the FBI told Trump to put an additional lock on the storage room, and on June 22, the FBI subpoenaed surveillance footage of the storage room.

    One of Trump’s lawyers signed a declaration in June asserting that all classified material had been returned, and none remained at Mar-a-lago.

    That statement turned out to be false. The FBI’s search on August 8 turned up 27 additional boxes of materials Trump had taken from the White House. According to the FBI’s inventory, the materials included photos, a clemency document related to the pardon of Roger Stone, handwritten notes, records labeled “Info re: President of France,” and 11 sets of documents marked classified at several different levels of sensitivity including "top secret" and “TS/SCI,” one of the highest levels of government classification.

    Trump told aides last year that he believed that some of the documents were his personal property, but he had agreed to return some, giving the government “what he believed they were entitled to,” according to an advisor interviewed by the New York Times.

    To have conducted such an unusual search and seizure, the DOJ must have believed that there was a grave danger to the US’s national security, compounded by Trump’s failure to fully cooperate, according to national security experts. Sources and methods can be compromised and lives lost by the release of such information, they said. The treasure trove of classified documents seized seems to have borne out their concern.

    While Trump could face indictment, that may not stop him from running again for president. In the immediate aftermath of the search, Trump’s approval ratings went up dramatically. The GOP’s election strategy now is to harness the voter outrage.

    Republicans have not only defended the former president, calling the DOJ and FBI “corrupt,” but they are politically capitalizing on the search as the springboard for Trump’s candidacy. They are urging him to announce his run before the midterm elections in November and are using the search to heavily fund raise.

    Significantly, as far right extremists are using the search as a rallying call to action, polls are showing an increase in the numbers of their supporters who believe that violent action is justified to achieve political means.

    With threats of violence escalating on far-right platforms of all kinds, law enforcement officials are issuing stark warnings about domestic terrorism.

    The new COVID-19 cases were recorded in the regions of Tangier-Tetouan-Al Hoceima (10), Rabat-Salé-Kénitra (09), Souss-Massa (08), Casablanca-Settat (04), Fez-Meknes (03), Marrakech-Safi (02), the Oriental (01) and Beni Mellal- Khénifra (01).

  • Sport : 7th 'Dakhla Downwind Challenge' Kicks Off

    Placed under the High Patronage of HM King Mohammed VI, this sporting event is initiated by the Moroccan Association of Kitesurfing (AMKS), under the aegis of the Royal Moroccan Sailing Federation (FRMV), in partnership with the wilaya of the Dakhla-Oued Eddahab region, the Regional Council and the Agency for the Promotion and Economic and Social Development of the Southern Provinces of the Kingdom (APDS).

    This event, which runs until August 20, is part of the festivities marking the celebration of the 43rd anniversary of the recovery of the province of Oued Eddahab. It aims to create a new dynamic in Dakhla, a city known for its assets and tourism potential as a favorite destination for kitesurfing enthusiasts and professionals.

    In a statement to MAP, AMKS president Soufiane Hamaini stressed that Dakhla Downwind Challenge is "a unique event of its kind" as it offers kitesurfers a ride along the pristine beaches of the Moroccan coastline.

    Participants will discover the breathtaking landscapes of the Moroccan desert and live an exceptional adventure, he said.

    For her part, Elie Jelinkova from the Czech Republic said she was proud of her participation in this competition for the first time, noting that Dakhla has adequate natural conditions for the practice of this sport.

    In addition to Moroccan participants, this sporting event brings together nearly 30 riders, from several countries, including France, Spain, Italy, the Czech Republic, the United States of America and Israel.

Full Text of HM the King's Speech at Parliament Opening

Rabat - HM King Mohammed VI delivered, here on Friday, a speech before the members of the Parliament's two houses (the House of Representatives and the House of Advisors), at the opening of the first session of the second legislative year of the tenth legislature.

Here follows the full text of the Royal speech:

“Praise be to God

May peace and blessings be upon the Prophet, His Kith and Kin

Ladies and Gentlemen, Distinguished Members of Parliament,

It is with pride and joy that I address you, once again, as I do every year, on the occasion of the State Opening of Parliament.

This Parliament Session follows on the heels of my State of the Nation Address, in which I mentioned some of the difficulties and shortcomings noticed in our development model, with regard to administrative services, across the board, as well as elected councils and local governments.

However, that critical analysis, which the current situation calls for, is not an end in itself.

In fact, it is the beginning of a crucial stage in which the holding public office is linked with accountability, and during which appropriate answers and solutions to citizens’ pressing problems and issues must be found.

Ladies and Gentlemen, Distinguished Members of Parliament,

I do not criticize just for the sake of criticizing, nor do I let matters go unattended. What I want is for the situation to be addressed, mistakes corrected and shortcomings remedied.

I am paving the way for an effective approach and for a March of a new kind. What I am doing is at the heart of my constitutional powers. It reflects my strong determination to press ahead with the reform process and to lead by example, for those who are in charge of public affairs.   

As the guarantor and custodian of the rule of law, and the first person to respect it, I have never hesitated to hold to account anyone who has patently underperformed while carrying out his or her professional or national duties.

However, the situation today commands greater firmness in order to put an end to complacency and to disregard for citizens’ interests.

Ladies and Gentlemen, Distinguished Members of Parliament,

The problems are obvious and the priorities clear. No further diagnosis is required. In fact, the situation has been abundantly analyzed.

On many occasions, we have taken stock of the reality on the ground and of the magnitude of the shortcomings, which all Moroccans are aware of.

Is it not true that good implementation of the development projects that have been planned and launched is what is required? Is it not a fact that we have to find practical, applicable solutions to the real problems, and fulfil the reasonable, legitimate expectations of citizens in the areas of development, education, health, employment and so on?

At the same time, we have to make sure that there is judicious, continuous monitoring of the progress made in the implementation of social and development programs, and that we carry out systematic, impartial assessment throughout the implementation phases.

To this end, I have decided to create a ministerial department, within the Ministry of Foreign Affairs, in charge of African affairs - especially investment - as well as a monitoring unit, both at the Ministry of Interior and the Ministry of Finance.

I also call on the Court of Auditors to monitor and assess the implementation of public projects in all of the Kingdom’s regions.

Moroccans today need balanced, equitable development which ensures dignity for all, guarantees income, provides jobs - especially for our young people - and contributes to building confidence, promoting stability and ensuring integration into professional, social and family life, a goal to which all citizens aspire.

They also want health coverage for all, easy access to quality medical services and their dignity to be preserved.

Today, Moroccans want a good education for their children – one that does not simply stop at reading and writing. They want an education that guarantees integration into the knowledge and communication-based world; an education that gives access to the job market and contributes to individual and collective advancement, instead of producing large numbers of unemployed people.

Moroccans also need a fair and effective judiciary. They want an efficient public service that caters for the needs of citizens and serves public interest; a public service that promotes investment and fosters development, without any form of bribery, cronyism or corruption.

Ladies and Gentlemen, Distinguished Members of Parliament,

Although Morocco has made tangible progress, which is recognized throughout the world, we have to admit that our national development model no longer responds to citizens’ growing demands and pressing needs; it has not been able to reduce disparities between segments of the population, correct inter-regional imbalances or achieve social justice.

In this regard, I call upon the government, Parliament and all the institutions and organs concerned - each in its respective fields of competence - to reconsider our development model in order to keep abreast of changes in the country.

As far as our development model is concerned, I should like to see an integrated vision that gives it fresh momentum, that helps overcome the hurdles impeding its adjustment and that addresses the weaknesses and shortcomings revealed by past practices.

Using a participatory approach similar to the one we adopt on key issues, such as the amendment of the Constitution or advanced regionalization, I call for all national stakeholders, committed actors and the nation’s driving forces to be included in this endeavor.

I also recommend objectivity and calling a spade a spade, without flattery or embellishment. I call for innovative, bold solutions, even if that means going into uncharted territory or causing a political earthquake.

I want this to be a collective national pause to address issues and problems that are troubling Moroccans. I want it to foster awareness of the need to change mindsets that stand in the way of achieving the comprehensive progress to which we aspire.

I am keen to follow up on this matter and look forward to examining the proposals and measures that need to be implemented for this new development model to be produced.

Ladies and Gentlemen, Distinguished Members of Parliament,

Regardless of how thorough and full-fledged it is, a development model will remain limited in scope if it does not comprise effective mechanisms that allow for evolution at local and regional levels.

For this reason, I have been calling for the full implementation of advanced regionalization to be speeded up because that system provides solutions and fulfils social and development expectations in all of our regions.

Regionalization is not just about administrative regulations and procedures. It also involves far-reaching changes in state structures as well as a practical approach to local governance.

This is the most effective way to tackle local problems and respond to the demands of local populations since it involves listening to citizens and including them in decision-making, especially through their representatives in elected councils.

I realize there are no ready-made solutions to the problems encountered in the various regions. However, I insist on the need to ensure that public policies address the concerns of citizens, in the light of the needs and specific features of each region.

To make the management of local public affairs more efficient, I wish to emphasize the need to assign qualified human resources to regions and to provide them with sufficient financial resources, in addition to ensuring the devolution of powers.

In this regard, I ask the government to establish a timetable for completing the implementation of advanced regionalization.

I also urge elected councils, particularly at regional level, to shoulder their responsibility when managing affairs in their regions, and to take action to respond to the needs of local populations and answer their legitimate demands.

I also call for the preparation and adoption of an advanced administrative devolution charter, which I have long been advocating, and for a precise timetable for its implementation to be set.

Ladies and Gentlemen, Distinguished Members of Parliament,

Regrettably, the progress witnessed in Morocco does not benefit all citizens, especially our young people, whom I care deeply about and who account for more than a third of the population.

The proper training of young Moroccans and their active and constructive involvement in public life are among the most important challenges that ought to be met. I have emphasized, many a time, including in my address on 20 August 2012, that young people are our real asset. They need to be seen as the engine of growth, and not an obstacle to it.

As a matter of fact, societal developments in Morocco have made young people important new players with a significant impact on public life.

Despite the efforts made, I do not consider the situation of our youths to be heartwarming - and neither do they.  Indeed, many young Moroccans are suffering from exclusion and unemployment; many have dropped out of school and many are even deprived of basic social services.

The education and training system does not fulfil its role in terms of training young people and ensuring their integration into society.

Although they focus their attention on young people, social and sector-specific public policies have only a limited impact on the situation of young Moroccans because of a lack of efficiency and coordination, and because programs are not suited to all youth groups.

Given the close link between youth issues, economic growth investment and employment, addressing the concerns of young people requires innovative action and concrete projects that unlock their potential, provide them with jobs and a steady income, offer them stability and enable them to contribute effectively to their country’s development.

A case in point is the situation of young people working in the informal sector. Realistic solutions are needed in this regard. They do not necessarily require substantial material resources, and yet they would offer young people the means and opportunities to work legally. Both our young people and society would benefit from this.

I call for the development of a new integrated youth policy - similar to the National Initiative for Human Development - that would be based primarily on training and employment. It should be effective in terms of finding realistic solutions to the actual problems plaguing our youths, especially in rural areas and poor suburban neighborhoods.

To ensure the efficiency and success of this new policy, I recommend that inspiration be drawn from the provisions of the Constitution, that young people be able to voice their concerns, that different intellectual trends be reflected and that the findings of the reports and studies I ordered be built upon, particularly the ones on "Morocco’s overall wealth", the "Education and Training Vision for 2030" and so on.

As part of the measures to develop and adopt that policy, I call for the Advisory Council for Youth and Community Action to be rapidly set up as a constitutional institution and as a forum for discussion, for expressing views and for monitoring youth affairs.

Ladies and Gentlemen, Distinguished Members of Parliament,

The shortcomings plaguing the management of public affairs are not inevitable. It is not impossible to overcome them, provided there is a sincere will and good use is made of the means available.

This is a matter that lies with you as members of Parliament, as public servants and as elected officials. You are accountable before God, the people and the King for the situation prevailing in the country.

Therefore, you are expected to engage in national efforts responsibly and in good faith in order to change the situation, without regard for any political or partisan considerations.

This homeland belongs to all Moroccans, and all Moroccan citizens are entitled to benefit from progress and growth.

As I invoke Almighty God’s blessings upon you, I want you to rise to the occasion and discharge your tremendous national duties, for the benefit of the nation and citizens.

Almighty God says: "Then, when you have taken a decision put your trust in Allah. For Allah loves those who put their trust (in Him)". True is the Word of God.

Wassalamu alaikum warahmatullah wabarakatuh."
