  • Social : Fierce Violence Marks Assault by Illegal Migrants on Melilla's Metal Fence (Kuwaiti Paper)

    The daily noted in its Tuesday issue that the ferocious violence of the attackers, the attack strategy, the hierarchical structure of the leaders directing the assault and the characteristics of experienced members of militias that operate in conflict areas, are all elements that reflect a "high sense of organization" of this operation.

    The assault was not directed in a conventional way to the fence of Melilla, but to the point designated for the passage of residents to and from this city, before its closure in 2020 due to the Covid-19 pandemic, which has 4 narrow lanes, it explained, noting that the massive influx of attackers in these cramped corridors caused a large stampede, resulting in the death of 23 migrants and the injury of 76 others.

    The media denounced the injury of several members of the police engaged in a proportionate response in full compliance with the law, during this assault.

    "An-Nahar" also highlighted the human logic that structures the governance of migration in Morocco, referring in this regard to the National Strategy for Immigration and Asylum, launched in 2013, on the high directives of His Majesty King Mohammed VI, and which has strengthened this solidarity and integrated approach dedicated to the continuity of the Kingdom's full commitment to Africa.

    The publication considered that the National Strategy for Immigration and Asylum is an unprecedented initiative at the regional level, and testifies to the international and continental recognition by designating His Majesty King Mohammed VI as the Leader of Migration in Africa.

    Speaking at an international symposium initiated by the Joudour Foundation for Moroccans in the world on the theme "The autonomy initiative and the bankruptcy of the separatist thesis and self-determination," Altamirano stressed that by considering the Moroccan autonomy initiative as "the most serious, realistic and credible basis for resolving the dispute over the Moroccan Sahara, Spain returns to the truth, justice and reason".

    The Spanish expert noted that this decision opens the way to an exponential growth of bilateral cooperation, noting that Spain and Morocco are the bridge between Europe and Africa and this involves great challenges in the field of migration processes, the fight against drug trafficking and terrorism, but also great economic opportunities for today and tomorrow.

    Moreover, Altamirano considered that the Spanish decision constitutes "a new diplomatic blow that puts Algeria out of the game, and accentuates its isolation on the international scale, and the polisario in a catatonic and disoriented state”.

    He added that this is evidenced by the persistent threats that Algeria makes on the Spanish economy knowing that they cannot be carried out without serious consequences on relations with the entire European Union.

    The Spanish expert also stressed the need to strengthen parallel diplomacy in Spain, where a majority of people continue to believe that the polisario is a "sports and leisure association rather than a criminal mafia gang that rapes, tortures and murders”.

  • Social : Government Strives to Achieve Comprehensive and Integral Reform of Education and Training System

    Winning the bet of equitable and quality education requires effective management focused on building on achievements while taking advantage of successful experiences and learning from failures, he said in response to questions during the monthly session on public policy at the House of Advisors.

    Despite the achievements made in terms of expanding the school offer and social support, the current state of education in Morocco "remains below the expectations of HM King Mohammed VI and large numbers of citizens," he stressed.

    Each year, nearly 300,000 pupils leave school, and only 30% of pupils have shown that they have acquired the target skills at the end of the primary cycle, said Mr. Akhannouch.

    Taking the measure of education challenges and dysfunctions is an essential step to identifying the strengths and weaknesses and prospecting the future through concrete and measurable solutions, he added.

    In this regard, Mr. Akhannouch said that the government has worked since the beginning of its mandate to develop an ambitious plan of action for the education system.

    Taking the measure of these challenges and dysfunctions from which the education system suffers is an essential step to identifying the strengths and weaknesses, in order to prospect the future by proposing concrete and measurable solutions, he said.

    The government, he added, has adopted a participatory approach taking into consideration the visions and hopes of all categories, students, parents, teachers, administrative bodies and stakeholders included.

    According to Mr. Akhannouch, the government will work with determination to ensure that the expectations expressed by stakeholders in the education sector align with the broad lines of the reform project, which has established several objectives to be met by 2026.

    These include reducing the school dropout rate by one-third; improving the quality of learning received at school; increasing to 70% the rate of acquisition of basic skills and creating a favorable environment and adequate conditions for success at schools.

  • Economy : Economic Cooperation, Energy Security on Agenda of Moroccan-Andean Community Parliamentary Forum

    Initiated as part of the visit of members of the Andean Parliament to the Kingdom (July 1-9) at the invitation of the Moroccan Parliament, this forum was an opportunity to review the assets and potential of the Kingdom, as a gateway to the African continent and the Arab world, and the Andean countries as a platform to access the Atlantic economic space.

    The event emphasized the need to capitalize on the potential of Moroccan-Andean relations and to establish levers to make the most of these ties.

    In a speech delivered during the forum, the Director-General of Trade at the Ministry of Industry and Trade, Abdelouahed Rahal, said that Morocco is working to develop relations with other countries in the world, especially South American countries to open new markets for Moroccan products and seize the opportunities offered by these countries.

    Highlighting the efforts made to attract foreign direct investment in Morocco, the official noted that the establishment of a model of South-South cooperation is a strategic objective for both Morocco and South American countries.

    For his part, the Secretary-General of the Ministry of Energy Transition and Sustainable Development, Mohamed Benyahya, said that the rapid transition would make the Kingdom a benchmark country in terms of carbon-free production methods.

    To accelerate the energy transition in Morocco, the official noted that a set of initiatives and new programs have been developed in the field of renewable energy to strengthen the energy security of the Kingdom. In his opinion, the contribution of energy efficiency remains essential to achieve energy transition.

  • Economy : Morocco: Growth at 0.9% in Q2-2022 (HCP)

    This slight growth is the result of the increase in non-agricultural activities of 3.6% and the decline in those of the agricultural sector of 16.1%, explained the HCP in a briefing note on the national economic situation in the second quarter of 2022 and perspectives of third quarter.

    In detail, the value added of the tertiary sector, essentially supported by the strengthening of public service activities and the continued recovery of tourism, transport and cultural services, would have increased by 5% in the second quarter of 2022, contributing 2.5 points to overall economic growth.

    In addition, the value added of the secondary sector is estimated to have recovered by 0.8% in Q2 2022, in annual variation, after having fallen by 0.9% in the previous quarter. This recovery would have been mainly due to a 1.1% improvement in manufacturing value added, attributable to the recovery of textile activities and the strengthening of pharmaceutical and rubber products.

    On the other hand, the value added of the chemical and building materials industries continued to fall at annual rates of 1.6% and 2.1% respectively during the same period.

    The construction sector continued its slowdown for the third successive quarter. Its value added would have grown by 0.7% in the second quarter of 2022, instead of 1.8% in the previous quarter.

    This trend was confirmed by the decline in the use of construction materials, particularly cement, sales of which fell by 11.1% in the second quarter of 2022, in annual variation.

    The report also indicates that the national economy is expected to grow by 0.8% in the third quarter of 2022, in annual variation, instead of +8.7% in the same quarter of 2021, according to the HCP forecast.

    This forecast takes into account a contraction of agricultural activities of 14.1% and an increase in the non-agricultural activities of 2.9%, according to the report.

  • Social : Education and Training System Reform Aims to Enable Students to Access Basic Learning - Head of Government

    The roadmap developed by the Government, in consultation with all parties concerned, aims to generalize preschool education by 2028 and ensure its quality with the creation of 4,000 units per year for children aged 4 to 6, said Mr. Akhannouch, in response to an oral questions during the monthly session on public policy at the House of Advisors.

    This could be achieved through the implementation of a territorial strategy coupled with extended awareness programs for families, especially in areas not covered by this type of education, he added.

    The Head of Government noted that the new roadmap will ensure that diversified and alternative education pathways are offered starting from junior high school to ensure the integration of students into qualifying secondary school career paths.

    The aim is to enable students to make their choices and avert school dropout through timely interventions, he said.

  • Social : Several Measures to Rehabilitate Teaching Are Underway- Head of Gov't

    To this end, a framework agreement was signed for the implementation of a training program for primary and secondary school teachers as of the next school year. It mobilizes 4 billion Dirhams over 5 years with the aim of laying the foundations of a new architecture of basic training, said Mr. Akhannouch, who was responding to a question during the monthly session on public policy at the House of Advisors.

    This program aims to consolidate the basic training of Bachelor of Education students, making it a lever for quality education through a training system spread over 5 years. This system includes 3 years of Bachelor's degree in education, a year of qualification in regional centers of education and training and another year of training in schools, he added.

    This new strategy requires the improvement of the quality of training, the development of pedagogical aspects at the level of teacher training colleges and the creation of new modern cycles and quality, the Head of Government underlined.

    Besides attracting the most deserving students to pursue this curricula and granting allowances to students in return for activities benefiting educational institutions, this program aims to open, starting next year, the Bachelor's degree in education to students holding a Bachelor's degree, and for undergraduate students, Mr. Akhannouch pointed out.

    The framework agreement will also increase five-fold the number of teachers enrolled in the Bachelor of Education cycle for primary and secondary education over the next five years. By 2026-2027, their number would exceed 50,000, instead of 9,000 students currently, he said.

    To make the work of teachers easier and improve their impact on learners, new curricula and new teaching approaches will be developed, while promoting use of digital tools and providing teachers with the necessary guides and materials, Akhannouch said.

    The second axis of this new reform plan is to prepare teachers so that they can contribute to the success of pupils while ensuring quality basic and continuous training for their professional advancement.

    The aim, according to the Head of Government, is to improve the quality of education degrees, strengthen skills and capacities, and consolidate the system of practical training through generalizing practical tests in the classroom.

    The government will also work to prepare adequate working conditions for teachers, create a favorable working climate in schools and value the efforts of educational managers and their commitment to learners, Akhannouch said.

    He also announced the reinforcement of cooperation for the establishment of "a new Statute for teachers and teaching staff" and the opening of new promising horizons for professional advancement.

    To ensure a permanent dialogue with the families, educational teams will be formed to work in close collaboration with school directors. Their mission will be to ensure the educational direction and to engage in educational dialogue, Mr. Akhannouch said.

    This new reform plan also aims to diversify educational activities for the benefit of students, such as tutoring and sports, reading, languages, theater, and music so that schools can play their role as living spaces and diversify beyond learning, he concluded.

  • Social : Head of Government Calls for Speeding Up Education System Upgrade

    "Our country has no other choice but to speed up the upgrading of its education system to ensure a fair and quality school offer, equal access to education, the educational advancement of pupils, the transparency of the training offer and the sustainability of financial resources needed by the education system in the long term," said Mr. Akhannouch, who was answering a question on "the state of education and the reform plan" during the monthly session on public policy at the House of Advisors.

    Reforming education and training have become, more than ever, an essential issue to promote social cohesion, justice and peace, he said.

    "This is an objective that must spur us all to show a real willingness to change management patterns and establish a clear and ambitious framework," according to the Head of Government.

    In this regard, he pointed out that the government has established the development of human capital as one of the pillars for the consolidation of the welfare State, by focusing on the success of equal opportunity schools and by promoting interest in culture and sport, as essential access points for all citizens to enjoy their constitutional right to education and progress.

    Mr. Akhannouch explained that the government program is built on a holistic approach to ensure equal opportunities for education through six main axes, namely generalization of primary schooling to all children aged 4 years; reinforcement of basic skills in primary education, especially reading, writing, mathematics and coding; generalization of communal schools, transportation and school canteens; development of the teaching profession and skill-strengthening by investing in higher education and scientific research, in addition to vocational training and continuing education.

    These fundamental axes, he said, will allow implementation of the recommendations of the New Development Model aimed at making a real leap in the education system, while placing the public school at the heart of the societal project by 2035.

    Mr. Akhannouch emphasized the need to overcome the multidimensional crisis affecting the national education system by regaining trust in Moroccan schools and teachers and restoring their role in responding to the rapid transformations that the world is experiencing today.

  • Politics : Morocco's Accession as Observer Member to Andean Parliament Has Boosted Trade Relations (Andean Parliament Speaker)

    Speaking at the opening of the Morocco-Andean Community Parliamentary Forum, Sandoval stressed the importance of this "particular" cooperation in light of the current circumstances in the world and the Andean region, such as the slow post-Covid recovery and the current economic situation triggered by various global conflicts.

    In this regard, he reviewed the trade cooperation between the two parties, saying that Morocco's imports from the Andean countries amounted to 41 million dollars in 2020, while the Kingdom's exports totaled 102 million dollars.

    Emphasizing the role played by Morocco as a gateway to Africa and the Arab world, the Speaker of the Andean Parliament highlighted the commercial integration between the Kingdom and the countries of the Andean region in the areas of manufacturing, textile and agri-food.

    This integration, he said, can be strengthened through a free trade area and through Morocco's active presence in trade fairs, business conferences, tourism forums, and other South-South cooperation mechanisms.

    Sandoval stressed the importance of strengthening trade relations and joint action through the integration of various economic sectors and the signing of agreements that will benefit both regions.

    This Parliamentary Forum, which addresses two major themes that are "economic cooperation and trade" and "energy security", is held in the context of the visit of members of the Andean Parliament in the Kingdom, from July 1 to 9, at the invitation of the Moroccan Parliament.

    This visit is part of the strengthening of South-South cooperation advocated by His Majesty King Mohammed VI, as well as the consolidation of the existing partnership between the Moroccan Parliament and the Andean Parliament, in addition to the consultation and exchange on a range of issues of common interest.

HM the King and President Alpha Condé chair signing ceremony of 21 bilateral agreements

Conakry - HM King Mohammed VI and Guinean President Pr. Alpha Condé chaired, on Monday in Conakry, the signing ceremony of 21 bilateral agreements in different areas of cooperation between the two brotherly countries.

The first agreement is on avoiding double taxation and prevention against fiscal evasion with respect to taxes on income. It was signed by the Minister of Economy and Finance Mohamed Boussaid and Guinean Minister of State, Minister of Economy and Finance Mohamed Diaré.

  The second agreement, signed by the Minister of Agriculture and Maritime Fisheries Aziz Akhannouch, the CEO of Phosphates Office (OCP) Mostafa Terrab and the Guinean Minister of Agriculture Jaqueline Martha Sultan, is a Memorandum of Cooperation between the Ministry of Agriculture of the Republic of Guinea and the Ministry of Agriculture and maritime Fishing and the Phosphates Office (OCP).

 Akhannouch and the Guinean Minister of Fisheries and Aquaculture Moussa Conde also signed a text under the form of a memorandum of understanding on capacity building of human resources at the Department of Fisheries and Aquaculture of the Republic of Guinea.

 Cooperation in the sea fisheries sector has also been the object of a cooperation agreement signed by Akhannouch and Conde.

 Morocco and Guinea have also concluded an agreement for the construction of two developed landing points, which was signed by Akhannouch, Boussaid, Terrab, on behalf of the Mohammed VI Foundation for Sustainable Development and the CEO of the Group Banque Centrale Populaire (BCP) Mohamed Benchaaboun and by Condé and Diaré.

 The sixth agreement, signed by the Minister of Infrastructure, Transport and Logistics Aziz Rabbah, and the Guinean Minister of Transport Aliou Diallo, is on cooperation in the field of merchant navy.

 Akhannouch and his Guinean counterpart also signed a memorandum of understanding on maritime transport, while the Minister of Industry, Trade, Investment and the Digital Economy Moulay Hafid El Alamy, and the Guinean Minister of Trade Mark Yombouno signed a framework agreement for industrial and commercial cooperation.

 As for the 9th agreement, signed by the Minister of Tourism Lahcen Haddad and the Guinean Minister of Hospitality Industry, Tourism and Handicrafts Louseny Camara, it is related to the application program for 2014-2017 of the agreement cooperation on tourism, while 10th agreement is between the Republic of Guinea and Addoha group for the building of economic housing and it was signed by the CEO of the group Addoha Anas Sefrioui and the Guinean Minister of Town and planning Ibrahim Bnagoura and Minister of Economy and Finance, Mohamed Diaré.

Mohamed Benchaaboun has also signed a partnership agreement with the Guinean Minister Delegate in charge of Guineans abroad Sanoussi Bantama Sow and another partnership agreement between the BCP and the Central Bank of the Republic of Guinea in the person of its governor, Lounceny Nabe.

 The 13th agreement, signed by the Director General of the Office of Vocational Training and Labour Promotion Larbi Bencheikh, and the Director General of the Office of Training and Professional Development Mohamed Keita, provides for a program of implementation of the cooperation between the two countries in the field of vocational training.

 The Director General of the Moroccan Agency for International Cooperation (AMCI) Abderrahim Kadmiri and the national director of public higher education Momo Bangoura, signed a Memorandum of Understanding on the functioning and development of the Higher Institute of Commerce and business Administration in Guinea (ISCAE -G), while the CEO of MEDZ, a subsidiary of Caisse de dépôt et de gestion group (CDG ) has signed a memorandum of understanding on cooperation industrial zones with the National Director of SMEs Dyan Khalil Sangare .

  The 17th agreement protocol of cooperation between the National Office of Hydrocarbons and Mining (ONHYM) and Guinean society for Mining Heritage ( SOGUIPAMI ) was signed by the Director General of ONHYM and manager of the SOGUIPAMI Ahmed Kante and the 18th agreement on collaboration in the mining sector between SOGUIPAMI and Management group, and it was signed by the CEO of the Moroccan group Abdelaziz Abarro , and the deputy director of Guinean society Ahmed Kante.

 Morocco and Guinea have also sealed a cooperation agreement between the National Office of electricity and drinking water ( ONEE ) and the Water Corporation of Guinea that was signed by the Director General of ONEE Ali Fassi Fihri, and General Coordinator of the water company of Guinea Mamadou Diallo Diouldé and a general cooperation agreement between the ONEE and Electricité de Guinée (EDG ) , which was signed by Fassi Fihri and General Coordinator of EDG , Nava Touré.

 The 20th Convention on the partnership between the Attijariwafa Bank Group and the Central Bank of the Republic of Guinea was signed by the CEO of the Moroccan group Mohamed El Kettani and the Governor of the Central Bank of the Republic of Guinea Lounceny Nabe, while the last agreement signed at the ceremony provides for a framework agreement for cooperation between EDG and BCP group. The agreement was signed by the CEO of BCP group , Mohammed Benchaaboun and General Coordinator of EDG , Nava Touré.

  The ceremony was attended by the official delegation accompanying His Majesty the King during his official visit to Guinea and members of the Guinean government.
